Daily operational forecast for February 28, 2020

The operational forecast of possible emergency situations for February 28, 2020 on the territory of the Russian Federation is determined by the passage of 2 cyclones, 3 anticyclones and the atmospheric fronts. 

Due to the impact of a complex of hazardous weather events, there is a possibility of accidents related to the disruption of energy facilities, communications, housing and communal services, life support services, and disruption of all modes of transport in the Northern Federal District: in the South of the Taimyr municipal district of the Krasnoyarsk Territory (strong south wind gusts of 20-25 m/s, blizzards).

Due to the impact of a complex of adverse weather events, there is a possibility of accidents related to the disruption of energy facilities, communications, housing and communal services, life support services, and disruption of all modes of transport:

in the Northern Federal District: in the Republic of Khakassia (wind gusts of 15 – 20 m/s, sometimes up to 24 m/s) and Altai (in the highlands is expected wind increase up to 30-32 m/s); in the Volga Federal District: in the Republic of Bashkortostan, Samara Region and Saratov Region (gusts of 18-20 m/s); in the Northwestern Federal District: in Novgorod Region (heavy snow, sleet sticking) and Vologda Region (heavy precipitation, the deposition of wet snow, blizzard in some areas),the Republic of Karelia (in the South-Eastern districts of the Republic heavy snow is expected); in the Central Federal District: the Belgorod Region and the Tambov Region (gusts up to 18 m/s); the Southern Federal District: in the Republic of Crimea (strong wind 15 - 20 m/s, gusts up to 25-28 m/s, sometimes very heavy rain).

In connection with the process of ice formation there is a risk of failures of people and equipment under the ice throughout the Russian Federation excepting the North Caucasian Federal District; special attention is paid to the Sakhalin Region (in the Mordvinov Bay and in some areas of the South-Eastern coast of the Sea of Okhotsk, where it’s possible the coastal ice breaking and breaking off).

There is avalanche in the mountainous regions of the Siberian Federal District in the Krasnoyarsk Territory, the Republic of Altai, the Republic of Khakassia and the Republic of Tyva; in the North Caucasian Federal District: in Kabardino-Balkarian Republic, the Karachayevo-Cherkess Republic, the Republic of North Ossetia-Alania, the Republic of Dagestan, the Republic of Ingushetia and the Chechen Republic; in the Southern Federal District: in the Republic of Adygea, in Krasnodar Territory.

There is a possibility of activation of landslide processes, landslides, subsidence of soil in the mountainous and foothill areas of the North Caucasian Federal District and the Southern Federal District (the Republic of Adygea, Crimea, Krasnodar territory).
