EMERCOM of Russia takes part in discussions on the use of outer space for peaceful purposes

The Russian interdepartmental delegation, together with representatives of the Ministry of Emergencies of Russia, participates in the 57th session of the Scientific and Technical Subcommittee (STSC) of the UN Committee, which takes place from 3 to 14 February in Vienna, Austria.

The EMERCOM of Russia presents prospects for implementing international agreements and developing cooperation in the use of space systems for disaster prevention and response.

In particular, it was noted that the Russian orbital grouping of Earth remote sensing spacecraft allows not only to use data in the interests of our country, but also to provide them to other countries to solve problems of monitoring and prevention of emergencies.

The Ministry of Emergencies, together with the State Corporation Roscosmos, is developing systems that allow predicting and modeling the stages of natural and man-made emergencies.

In 2019, work was carried out on an automated software module for predicting the development of wildfires. It allows you to model the development of fires taking into account meteorological conditions, data on localities and information about infrastructure objects. This increases the ability of emergency rescue units to protect the population and territories from emergencies, optimizes the planning of operational actions to eliminate the consequences of emergencies and minimize damage.

Automatic modeling of wildfire development allows processing a large number of fires throughout Russia and the world as a whole. Its accuracy is more than 85%.

To date, the EMERCOM of Russia is actively using the software and hardware complex "Cascade". In 2019, more than 180 thousand thermal anomalies were detected by space monitoring tools that pose a real threat to more than 18 thousand localities. At the same time, due to timely information about their location and the measures taken, the transition of Gorenje to settlements and infrastructure objects was not allowed.

Today, the Ministry of Emergencies continues to develop ground infrastructure for receiving and processing space information. This allows the day-to-day management of the Unified State System of Prevention and Elimination of Emergency Situations (RSChS) to constantly monitor the risks of emergencies in the Arctic and the Far North. At the same time, preference is given to space vehicles of domestic production. This year, to fully cover the Arctic zone, it is planned to open another center in the city of Anadyr.

As noted during the international meeting, the International Charter on space and major disasters was activated three times in 2019. As a result, the Department transferred more than 700 images, and the space monitoring system of the Ministry of Emergencies was used in more than 170 emergencies on the scale of our country.

Every month, in accordance with the Scenario space experiment, images of the earth's surface come to the National Center from the ISS with the subsequent analysis and identification of places of increased risk. Remote sensing data of the Earth of medium and low detail from both domestic and foreign meteorological spacecraft were received at the station for receiving information from the Russian Emergencies Ministry daily in the online mode.

For example, as part of flood monitoring, more than 8,5 thousand images were taken and processed, and more than 20 thousand models of predicted water level rise in flood-prone areas were developed on their basis.

Also, in the framework of international activities for 2019, special attention was paid to cooperation with the International Monitoring and Coordination Center of MOGO, the Russian-Serbian humanitarian center and 7 crisis management centers of the CIS countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Azerbaijan) in matters of information exchange, joint training, exercises and humanitarian response.

During the 57th session of the Scientific and Technical Subcommittee (STSC) of the UN Committee, a meeting of national contact persons of the UN program on the application of space technologies in emergency prevention and response (UN-SPIDER) is planned.
