Vadim Seregin: watery deaths decreased twice

On 4 June, the news conference was held in the press center of the EMERCOM of Russia by the Chief of the State Small Boat Inspection EMERCOM of Russia Vadim Seregin on: «Safety on the water and the work of the State Small Boat Inspection in the summer.Operation «Beach-2009». Vadim Seregin noted that watery deaths in Russia decreased by half. "571 people perished on water bodies since the beginning of the year which is 50 percent less than during the same period last year," - he said.

According to Seregin, it has been managed to significantly reduce accidents on the water over the past three years. "This year, 15 accidents occurred, where 19 people perished, for the same period in 2008 16 accidents were recorded, which have claimed 27 victims," he said.

However, Vadim Seregin noted that a number of small vessels - boats, yachts, motor boats, hydrocycles etc in Russia is growing each year. "Annual growth of registered small vessels is 177 thousand. In total more than 1.2 million of these ships are registered," he said.

At the news conference it was also noted that by the beginning of the season 374 beaches out of 2,5 thousand registered were allowed to operate in Russia. Vadim Seryogin said that not all the regions started the swimming season. Thus, in the Urals and Siberian federal districts there still continue to operate the ice crossing.

He also noted that the local authorities are responsible for the condition of the beaches. Generally, the resting places are not allowed to work if they lack of rescue and medical office staff. "In recent years local authorities have become more serious about this issue. But, unfortunately, there are examples when it is easier for  the owners of the beach to display "bathing is forbidden” than to equip it" added Vadim Seregin.

Head of State Small Boat Inspection EMERCOM of Russia also noted that because of the crisis, the number of vacationers in Russia will probably increase. "We have to calculate the situation and increase the number of raids. And since June 10 monitoring and oversight activities" Beach-2009 ' will take place, aimed at monitoring the resting places", he said. The main causes of death in the waters is unequipped swimming, alcohol, and those cases where parents do not look after their children.
