Lieutenant General of the Internal Service
Mr. Kobzev was born on October 29,1966 in the city of Voronezh.
In 1988 he graduated from the Voronezh Higher Military Aviation Engineering School; in 2001 Voronezh State University; in 2006 the Voronezh Institute of Economics and Social Management; in 2017, the Academy of the State Fire Service of the Ministry of Emergencies of Russia (master's program); in 2009, the Academy of Civil Protection (continuing education courses); 2012 Academy of Civil Protection (continuing education courses).
From August 1988 to December 1999 he served in the staffing of the Syzran Aviation School of Pilots, a separate mobile mechanized brigade, and the Rescue Center of the Russian Emergencies Ministry.
From August 2000 to December 2003 - Head of the Office for Civil Defence and Emergencies of the Zheleznodorozhny District of Voronezh - Deputy Head of Civil Defence in the city of Voronezh.
From December 2003 to January 2005, he was an assistant to the Head of the Main Department (for the organization of the security service of the military and internal service).
From January 2005 to January 2008 - Head of the Personnel, Educational Work, Training and Psychological Support Departments.
From January 2008 to May 2010 - First Deputy Head of the EMERCOM Main Office for the Voronezh Region.
From May 2010 to April 2016 - Head of the EMERCOM Main Office for the Voronezh Region.
From April 2016 to August 2017 - First Deputy Head of the Central Regional Center of the Ministry of Emergencies of Russia. During this period, he served as the head of the Central Regional Center.
Since August 2017 - Director of the Personnel Policy Department of the EMERCOM of Russia.
Since August 2018, he has been acting as Deputy Minister of the EMERCOM of Russia.
On May 01, 2019, by the Decree of the President of Russia, he was appointed Deputy Minister - Chief State Inspector of the Russian Federation for Fire Supervision of the Ministry of Emergencies of Russia.
On November 4, 2019, by the Decree of the President of Russia, he was appointed Deputy Minister of the EMERCOM of Russia - the Chief State Fire Inspector of the Russian Federation.
Participation in the elimination of major emergencies and socially significant incidents:
1995 - participation in an armed conflict on the territory of the Chechen Republic as part of the Territorial Administration of the Russian Emergencies Ministry.
2008 - participation in the organization of dispatch of a convoy with humanitarian aid to the territory of the Republic of South Ossetia as a result of the Georgian-South Ossetian conflict.
2009 - management of the elimination of a major man-made fire in the production building of Yantar CJSC, with the threat of ammonia spreading to the residential sector (Voronezh).
The management of the consequences of the explosion due to a fire at the pyrotechnic products warehouse on ul. Red Banner (Voronezh).
The leadership of a unique rescue operation to rescue a pilot of a two-seater single-engine plane that crashed and hovered on power lines (the Repyevsky District, the Voronezh Region).
2010 - the management of emergency response related to snow jams on the federal highway M "Don" (Voronezh region); management of liquidation of the consequences of large natural fires in the territory of the Voronezh region.
2011 - participation in the liquidation of the consequences of the crash of the AN-148 aircraft with representatives of foreign citizens on board (Belgorod Region).
2012 - leadership of the operation to save people and eliminate the consequences of emergencies in the explosion of a container with liquefied gas (Novousmansky district).
2013 - management of the liquidation of the consequences of the spring flood in the Ramonsky, Semiluksky, Novousmansky municipal districts and Voronezh; as part of the operational group of the Ministry of Emergencies of Russia, he participated in the liquidation of the consequences of the flood in the Far East.
2014 - management of the operation to receive refugees from Ukraine in the Voronezh Region.
2015 - the management of the operation to save people and eliminate the consequences of emergencies during depressurization and ammonia emissions in the Ternovsky district of the Voronezh region.
2016 - management of the aftermath of the crash of a Mi-8 helicopter in the Moscow region.
2016 - the management of the operation to eliminate the consequences of household gas explosions in residential buildings in the cities of Ryazan, Yaroslavl, Ivanovo, the Moscow Region and the Udmurt Republic; management of the emergency recovery operation and the search for missing people on the territory of the Modern furniture factory in the Moscow Region;
2017 - the management of the emergency recovery operation and the elimination of the consequences of adverse weather events resulting in ice rain in the Moscow Region.
2018 - participation in the liquidation of the consequences of the AN-148 plane crash on the territory of the Moscow region; in emergency prevention measures during the World Cup.
