Update on firefighting operation in mall in Kemerovo as of 06:00 AM, 27 March 2018

A fire on a square of 1,600 square meters has broken out on the 4th floor of a 5-floor mall, located at 35 Lenina Street, the town of Kemerovo. Roofing, ceiling between fourth and third floors on a total square of 1,500 meters collapsed due to fire.

Fire and rescue divisions and paramilitary mine rescue divisions of the Russian Emergencies Ministry, Police and Traffic Police, medical workers and administration of the mall arrived to scene immediately. Upon arrival of emergency services to the scene at 12:15PM, fire already engulfed 3 cinema halls and a petting zoo, dense smoke filled the third floor.

The site of the accident has been cordoned off. More than 100 people were evacuated from the building, 20 people were rescued by fire engine ladders, skylifts, specialized firefighting equipment. There are injured. The Russian Emergencies Ministry’s Antonov An-148 jet with medical brigade of the Tsentrospas Team is on standby for medevac.

Meetings of the Governmental Disaster Management Commissions were headed by the Russian Emergencies Minister to declare the state of emergency on the federal level and federal level of response. Disaster Management Center and task groups of the Kemerovo Region Directorate of the Russian Emergencies Ministry are working in cooperation with local governments and other emergency services, firefighting center has been deployed. Decisions were taken and tasks were set to the SSDMS forces to carry out search and rescue operations, provision of comprehensive aid to the affected people, as well as their relatives.

2 Russian Emergencies Ministry’s Ilyushin Il-76 planes delivered a task group of the Russian Emergencies Ministry, rescuers from the Tsentrospas Team and the Siberian Regional Search and Rescue Center with specialized equipment, certified under INSARAG standards. Airmobile teams of the Novosibirsk and Tomsk Regions Directorates have arrived on site on vehicles. UAVs are used to recon the area and structural soundness of the building.

A fire on 1,600 square meters of area has been taken under control on 07:12 PM. Open flames have been put out on 11:07 PM, 25 March 2017.

Psychological and medical aid are being provided in temporary shelters for the relatives of the injured and hospitals of Kemerovo. A telephone Hotline has been deployed, where psychologists provide aid to people. The population is being updated on the situation.

As of 06:00 AM, 27 March 2018: search and rescue operations are carried out round-the-clock in shifts on 5 sections, 9 lighting towers and 8 ceiling lights were deployed, fire and rescue divisions in cooperation with paramilitary mines rescue divisions are watering separate fire sources and clear out rubble of collapsed structures;

rubble was cleared out from the second, third and fourth floors, 1032 cubic meters of rubble were removed;

identification of the killed is being carried out;

Medical aid for the relatives of the injured and killed was organized in Podgorbunsky Hospital in Kemerovo;

comprehensive aid is being provided to the injured and relatives of the killed, necessary documents are being drafted for the compensations.

Activities planned for 27 March 2018: rubble and collapsed structures will be removed, psychological support to the relatives of the killed and injured will be provided, injured will be provided with comprehensive aid, documents necessary for paying out of compensations will be drafted.

841 people and more than 195 units of equipment, including 680 people and 111 units of equipment with 2 aircraft among them, provided by the Russian Emergencies Ministry, are involved into search and rescue operations and firefighting operation.
