Spring floods in Russia
Springs floods are developing in accordance with the forecast. Water levels have gone up in Siberia (Khakassia, Novosibirsk Region, Altai Territory), Volga area (Republics of Bashkortostan, Tatarstan, Mordovia, Chuvashia, Saratov, Nizhny Novgorod, Samara, Penza, Ulyanovsk and Orenburg Regions), south (Rostov and Volgograd Regions), central (Vladimir, Voronezh, Ryazan, Lipetsk, Oryol, Tula, Belgorod, Smolensk, Kursk, Tambov, Moscow, Kaluga, Ivanovo and Yaroslavl Regions) and northwestern Russia (Novgorod Region) due to intense melting of snow and flow of water into rivers.
Emergency Ministry’s emergency operations centers and task forces are working in cooperation with the local governments.
113 settlements, 775 homes, 5,952 farmlands, 129 low-level bridges and 41 sections of roads remain flooded in Russia.
1,233 people have been resettled, 125 of them are staying at temporary shelters, the rest have gone to their relatives and friends.
38 settlements (Bashkortostan, Mordovia, Tatarstan, Voronezh, Kaluga, Kursk, Moscow, Ryazan, Smolensk, Tula, Nizhny Novgorod, Oryol, Samara, Saratov and Yaroslavl Regions) have become cut off due to flooded bridges and roads. There are 34 boat crossings. Normal functioning of the society has not been disturbed, all the cut-off areas have firemen.
Rescuers and other specialists go from door to door, supply people with foodstuffs, provide medical and other help, protect public order, check gas equipment, fill low-lying areas with soil. Employees of Rospotrebnadzor (the federal consumer rights protection authority) are taking samples of drinking water and test them. Rescuers are on duty in settlements together with medical workers.
Social, medical and other services are working at temporary shelters, people are provided with hot food, including baby food, bottled water, essentials and means of communications.
Joint task forces are working at gauging stations and hydraulic facilities round the clock to control the development of the situation and monitor water levels.
The situation is under constant space monitoring, models are being worked out considering nearest settlements and relief of the area, drones are being actively used. The population are kept informed, steps are being taken to minimize risks of floods considering the weather forecast.
More than 5,200 people and 1,900 units of equipment, with 230 boats among them. Including more than 2,100 people and 570 units of equipment, with 132 boats among them, provided by the Russian Emergency Ministry, are dealing with the floods.

Plane crash in Moscow Region
An Antonov An-148 plane travelling from Moscow’s Domodedovo Airport to Orsk crashed at 2:28 PM on 11 February 2018, in Ramenskoye District. The plane was carrying 71 people, including 65 passengers and 6 crew members.
Interagency emergency operations centers continue working to help families of the victims, to deliver the bodies to places of burial, including those located abroad and to hold funerals. Consulting centers were set up to explain to victims’ relatives about compensations and insurance payouts (60 applications were reviewed). Budgets of regions and municipalities and insurance company are paying compensations and insurances to families of the killed.
Emergency help line (8-800-775-17-17) set up at the Emergency Ministry’s Center for Emergency Psychological Center received 4 calls.
Response to man-caused fires
Fire and rescue divisions have put out 291 fires, 200 of them in residential areas. 81 people have been affected, 63 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Accidents on bodies of water
Rescue divisions responded to 4 accidents. 5 people were affected, 3 of them were saved.
Response by bomb disposal divisions
Bomb disposal divisions found 16 explosive devices, including 1 aerial bomb.
Traffic accident response
Fire and rescue teams were deployed 169 times to respond totraffic accidents.
236 people were injured in road traffic accidents, 166 of them were saved (extricated or saved from dangerous situations in other ways).
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 9 times. Psychological has been provided on 26 occasions.
Monitoring of air pollution in city of Moscow and Moscow Region
Residents of the city of Moscow and towns in Moscow Region have been complaining about the smell of hydrogen sulfide since 8 December 2017.
Chairmen of the Disaster Management and Fire Safety Commissions of Moscow Region municipalities are cooperating with representatives of Rosgidromet (the Federal Service for Hydrometeorology and Environmental Monitoring), Rospotrebnadzor (the federal consumer rights protection authority) and Rosprirodnadzor (the federal natural resources inspectorate).
The population is being informed about the situation through mass media and other channels. The information about the taken measures is being posted on web-sites of the Russian Emergencies Ministry, Central Regional Center of the Russian Emergencies Ministry, The Russian Emergencies Ministry’s Moscow and Moscow Region Directorates, as well as the Government of Moscow and Moscow Region, the Moscow Region Ministry of Natural Resources and Environment. The information and recommendations to the population are broadcast at 115 OKSION terminals in Moscow and Moscow Region.
An interagency working group has been working at the National Crisis Management Center (NCMC) since 15 March to prevent pollution, keep up monitoring the air and informing the population.
Task forces, are working at all the refuse damps round the clock, laboratories have run 222 air tests. 370 complaints have been received.
According to the Russian Weather Service and All-Russian Forecasting and Monitoring Center Antistikhia, the weather is not going to have negative effect on environmental situation on 13 April.
