Emergency situations under control

Response to gas explosion in Krasnodar Territory

A gas explosion not followed by a fire happened at 10:20 AM on 10 March 2018 in a flat on the 5th floor of a 5-floor brick house at Slavyanskaya Street No 75 in the city of Krasnodar. There are victims.

The explosion damaged 3 flats, partially toppled reinforced concrete construction of the roof and ceilings, knocked out windows in three flats and in stairwell.

There is a temporary shelter for evacuees deployed at the Kavkaz Hotel which is housing 21 people, the rest of the residents have left for relatives and friends. All residents are getting support, medical and psychological aid, with special attention being paid to children and elderly people. Special services are working and an emergency phone number has been issued.

Search-and-rescue operation was finished at 6 PM on 10 March 2018. Power, water and heat supply was restored to most of the house.

An emergency operations center and task forces of the Emergency Ministry’s Krasnodar Territory Directorate are working in cooperation with the local government and other emergency services. Managing bodies and forces of the Emergency Ministry’s Krasnodar Territory Directorate and Krasnodar city section of the Krasnodar Territory subsystem of the Single State Disaster Management System are operating under the state of emergency.

The Krasnodar Disaster Management and Fire Safety Commission has held an on-site meeting to discuss examination of the building, recovery operations, restoration, essential services provided to the residents and compensations.

The population are being kept informed on the measures being taken and current situation.

Over the past 24 hours:

The house was examined by the Strela-P mobile diagnostic complex;

550 cubic meters of debris was taken away to a special damp.

On 12 March, the house is going to be additionally examined by specialists, debris will be removed, the residents of unaffected flats will get access to their flats accompanied by rescuers and police to get documents and essentials.

227 people and 67 units of equipment, including 93 people and 22 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the accident.

Plane crash in Moscow Region

An Antonov An-148 plane travelling from Moscow’s Domodedovo Airport to Orsk crashed at 2:28 PM on 11 February 2018, in Ramenskoye District. The plane was carrying 71 people, including 65 passengers and 6 crew members.

Interagency emergency operations centers continue working to help families of the victims, to deliver the bodies to places of burial, including those located abroad and to hold funerals. Consulting centers were set up to explain to victims’ relatives about compensations and insurance payouts. Budgets of regions and municipalities and insurance company are paying compensations and insurances to families of the killed.

Emergency help line (8-800-775-17-17) set up at the Emergency Ministry’s Center for Emergency Psychological Center received 4 calls.

Response to man-caused fires

Fire and rescue divisions have put out 300 fires, 228 of them in residential areas. 74 people have been affected, 45 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 5 times. Psychological has been provided on 5 occasions.
