Emergency Ministry’s managing bodies and forces of constant readiness are on high alert from 9 AM on 7 March to 9 AM on 12 March 2018 to be ready to respond to any emergency situations and accidents that are possible in working days, at the weekend and during non-working holidays.

Rescue of fishers from Gulf of Finland

40 fishers got cut off from the shore by cracks in the ice in the Gulf of Finland near Sosnovy Bor Urban District and Kronstadt District of Saint Petersburg from 10:50 AM to 05:30 AM, 8 March 2018.

Rescuers from the Northwestern Regional Search and Rescue Center of the Russian Emergencies Ministry and Fire and Rescue Service of Saint Petersburg delivered all the fishers to the shore by 9 Khivus-10 hovercraft. Nobody was hurt, health condition of the affected is satisfactory, nobody required medical aid.

30 people and 12 units of equipment, including 15 people and 5 units of equipment provided by the Russian Emergencies Ministry were involved into rescue operation.

Cyclone in Sakhalin Region

A cyclone has been bringing in heavy snowfalls to Sakhalin Region since 8 March 2018. Nobody was hurt.

3 sections of regional motorways “Yuzhno-Sakhalinsk – Poronaisk”, “Yuzhno-Sakhalinsk – Makarov” and “Yuzhno-Sakhalinsk – Uglegorsl”  have been closed for passenger traffic (6 interurban buses were cancelled for 130 passengers) since 11:00AM, 8 March 2018. Roads are being cleared out, additional traffic police stations were deployed, joint task groups are patrolling and examining the roads, 4 stationary warming stations were deployed.

Ferry crossing through the Strait of Tartary has been closed since 05:00 AM, 9 March 2018 due to bad weather.

Task groups and Emergency Response Centers of the Russian Emergencies Ministry’s Sakhalin Region Directorate have been deployed and are working in cooperation with local governments and other emergency services.

The population is being informed about the situation and repairs progress, how to behave in the current situation through TV and radio-channels, OKSION terminals, SMS-messages sent by cell-operators, as well as long-haul lorry driver’s radio. Round-the-clock monitoring for functioning of communal services, power plants and transport infrastructure have been established.

According to the forecast provided by the Russian Weather Service and Antistikhia All-Russian Monitoring and Forecasting Center the cyclone will continue rendering its influence over Sakhalin Region on 9 March 2018.

Plane crash in Moscow Region

An Antonov An-148 plane travelling from Moscow’s Domodedovo Airport to Orsk crashed at 2:28 PM on 11 February 2018, in Ramenskoye District. The plane was carrying 71 people, including 65 passengers and 6 crew members.

Interagency emergency operations centers continue working to help families of the victims, to deliver the bodies to places of burial, including those located abroad and to hold funerals. Consulting centers were set up to explain to victims’ relatives about compensations and insurance payouts (60 consultations have already been held). Budgets of regions and municipalities and insurance company are paying compensations and insurances to families of the killed.

Emergency help line (8-800-775-17-17) set up at the Emergency Ministry’s Center for Emergency Psychological Center received 4 call.

Response to man-caused fires

Fire and rescue divisions have put out 278 fires, including 227 of them in residential areas. 710 people have been affected, 49 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Accidents on bodies of water

Rescue divisions responded to 4 accidents.

41 people were affected, 40 of them were rescued.

Response by bomb disposal divisions

Bomb disposal divisions found and defused 5 explosive devices.

Traffic accident response

Fire and rescue teams have been deployed 193 times to respond totraffic accidents.

260 people have been injured in road traffic accidents, 163 of them have been saved (extricated or saved from dangerous situations in other ways).

Situation at the facilities controlled by Paramilitary Mine Rescue Divisions

There have been 1 accident at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have not been dispatched to the facilities.

Emergency psychological aid

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 4 times. Psychological has been provided on 3 occasions.
