Emergency situations over past 24 hours

Traffic accident in Transbaikalian Territory

A traffic accident involving a bus and a car happened on 410 kilometer mark of Chita-Zabaikalsk Federal Motorway in Zabaikalsk District, 5 kilometers to the north of the settlement of Kharanor at 07:10 PM, 12 January 2018.

According to the Zashchita All-Russian Disaster Medicine Center there are injured.

42 people and 16 units of equipment, including 12 people and 4 units of equipment provided by the Emergencies Ministry were involved to deal with the accidents.

Gas explosion in Omsk

A gas explosion, followed by a fire on 50 square meters of area, happened on a second floor of a five-storey building, located at 5 5th Kordnaya Street in the town of Omsk at 05:00 PM, 12 January 2018.

There are injured.

A balcony collapsed and windows got shattered and two apartment-divider walls were destroyed in the explosion. According to the preliminary information, bearing structure of the building was not damaged.

Russian Emergencies Ministry’s Omsk Region Directorate’s fire and rescue divisions with necessary rescue equipment, as well as communal and engineering services were immediately dispatched to the scene.

Specialists from Krasnoyarsk Territory Directorate with Struna mobile diagnostics complex arrived to the scene to inspect structural soundness of the building.

Fire was taken under control at 05:45 PM, 12 January 2018 and completely put out at 07:17 PM, 12 January 2018.

165 people (including 30 people from the affected block) were evacuated. A temporary shelter was deployed at Irtysh Hotel. 2 people are staying in the shelter, 64 are staying at their relatives’ and friends’, 92 residents returned to the apartments. All the residents are provided with psychological and comprehensive aid. The house has been cordoned off. Population is being informed about measures taken and the current situation.

Emergency Response Center and task group of the Omsk Region Directorate are working in cooperation with local governments and other emergency services. Managing bodies and personnel of Omsk SSDMS sub-system and the Russian Emergencies Ministry’s Omsk Region Directorate are working in the state of emergency.

Activities planned for 13 January 2018: meeting of the Emergency Response and Fire Safety Commission of Omsk will be held to decide on provision of housing to the affected residents, as well as examination of the building by specialized organizations to decide if the house is suitable for further use. Upon ending the meeting, the house will be examined by Struna mobile diagnostics complex, delivered from Krasnoyarsk Territory Directorate.

256 people and 55 units of equipment, including 171 people and 25 units of equipment provided by the Emergencies Ministry are dealing with the accident.

Collapse of abandoned building in Chelyabinsk Region

There are injured.

Rescue services of the town, fire and rescue divisions of the Emergencies Ministry’s Chelyabinsk Region Directorate, as well as other emergency services arrived to the scene with the necessary rescue equipment. Rubble is being cleared out, search dog units and engineering vehicles are involved.

Emergency response center and task groups of Chelyabinsk Region Directorate have been deployed and are working in cooperation with local governments and other emergency services, airmobile team of the Chelyabinsk Region Directorate is on standby. Managing bodies and personnel of the Chelybainsk Region Directorate are set to high alert.

The population is being informed about the situation and measures taken.

As of 06:00 AM, 13 January 2018: rubble is being cleared out.

136 people and 38 units of equipment, including 108 people and 24 units of equipment provided by the Emergencies Ministry are dealing with the accident.

Response to man-caused fires

Fire and rescue divisions have put out 327 fires, including 242 of them in residential areas. 85 people have been affected, 67 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Accidents on bodies of water

Rescue divisions responded to 4 accidents.

6 people were affected, 5 of them were saved.

Response by bomb disposal divisions

Bomb disposal divisions have found and defused 16 explosive devices, including 1 aerial bomb.

Traffic accident response

Fire and rescue teams have been deployed 220 times to respond totraffic accidents.

288 people have been injured in road traffic accidents, 177 of them have been saved (extricated or saved from dangerous situations in other ways).

Situation at the facilities controlled by Paramilitary Mine Rescue Divisions

There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.

Emergency psychological aid

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 6 times. Psychological has been provided on 45occasions.

Monitoring of air in Moscow and Moscow Region

Residents of the city of Moscow and towns in Moscow Region have been complaining about the smell of hydrogen sulfide since 8 December 2017.

Tests show that the source of the pollution is the Kuchino refuse dump (the town of Balashikha, Moscow Region) which is now being degassed. 55 wells have been drilled for that purpose.

56 stations of Mosecomonitoring, as well as task forces and mobile laboratories of the Emergency Ministry and Rospotrebnadzor (federal consumer rights protection authority) are monitoring the air. No excesses of maximum permissible levels of pollutants were registered during the past 24 hours.

On 12 January, 13 complaints were received from residents of the city of Moscow and Moscow Region, each of which were attended to. The mobile labs ran some additional tests and found no excess of maximum permissible levels of pollutants.

Mosecomonitoring’s stations reported some minor excesses of maximum permissible levels of hydrogen sulfide near the Kuchino refuse dump.

According to the Russian Weather Service and All-Russian Forecasting and Monitoring Center Antistikhia, the weather will not have negative effect on environmental situation on 13 January.

The situation is under control.

The Emergency Ministry advises: If there is an unpleasant smell, one should avoid staying outside and limit the time of outdoor physical activity, try to not open windows, to do the cleaning with water at homes and offices, to use air conditioners and cleaners. People suffering from chronic lung problems should have medicines at hand. Children and pregnant women should avoid long walks especially along motorways. If one feels unwell, they should see a doctor.

Situation on Military Georgian Motorway

The North Ossetia-Alania Disaster Management and Fire Safety Commission closed the section of the Military Georgian Motorway between the town of Vladikavkaz and the settlement of Lars since 01:45 PM on 12 January 2018 for heavy haulers and for all kinds of vehicles until further notice due to bad weather in Georgia.

Task forces of the Emergency Ministry’s North Ossetia-Alania Directorate are working in cooperation with the local government and other emergency services.

2 mobile warming centers have been deployed, while 2 stationary ones are working near the checkpoint in the settlement of Verkhny Lars. All necessary services are being provided, drivers and the population are kept informed.

As of 6 AM on 12 January 2018, 123 trucks remain at the Verkhny Lars checkpoint.

Power outages and accidents at facilities of housing and utilities

Over the past 24 hours, there were disruptions in cold water supply in Oktyabrsk Urban Area in Samara Region, in heat supply in Nevsky and Kirovsky Districts of Saint Petersburg.

The disruptions in Samara Region were addressed to without delay, normal functioning of the society was not disturbed. Repair operations in Nevsky and Kirovsky Districts of Saint Petersburg are ongoing
