Rupture of technical water line in Omsk Region
9 blocks of flats, 10 years and premises of schools located in low lands were flooded at 7:45 AM on 3 December 2017 after a technological water line got ruptured in Oktyabrsky Administrative District of the city of Omsk in 4th Transportnaya Street, No 53. Nobody was hurt. Water supply of residential areas or technological processes were not disturbed.
Water was cut off. A dam was made to contain the flood within the technical premises of the factory. Airmobile team of the Emergency Ministry’s Omsk Region Directorate worked on site to help the affected people.
Emergency operations center and task forces of the Emergency Ministry’s Omsk Region Directorate are working in cooperation with the local government and other emergency services. Management bodies and forces of the Omsk Region Directorate are operating under the state of emergency.
The people were informed on the measures taken and the current situation.
Over the past 24 hours: the airmobile team of the Omsk Region Directorate pumped out 178 cubic meters of water, removed 407 cubic meters of ice, dumped 12 tons of sand and salt, laid 360 meters of planking for pedestrians and helped 67 people.
The repairs were completed at 9:30 PM on 3 December 2017.
More than 200 people and 66 units of equipment, including 139 people and 16 units of equipment provided by the Russian Emergency Ministry, were involved in the operations.
Emergency situations over past 24 hours
Gas explosion in Irkutsk Region
A gas tank exploded but not caught fire during repairs at a flat on the first floor of a five-floor block of flats at No 44 Khalturina Street, in the town of Ust-Kut at 6:52 AM on 3 December 2017. There are victims.
The explosion took down 80 sq. meters of 4 plates between the first and second floors, damaged stairs all the way up to the fourth floor and knocked out 6 windows.
Emergency Ministry’s fire and rescue crews and other emergency services arrived immediately to the site and started SAR operations.
Residents of three sections of the house (115 people) were evacuated. There is a temporary shelter at the Parus Hotel (150 beds).
SAR operations were finished at 11:10 AM on 3 December 2017.
The house was connected to all essential services. Residents of 5 sections of the house returned to their flats, while residents of the damaged 2nd sections went to stay with their friends and relatives.
Emergency operations center and task forces of the Emergency Ministry’s Irkutsk Region Directorate are working in cooperation with the local government and other emergency services. An interagency task force and rescuers of the Irkutsk Region Emergency Service were transported to the scene by an Emergency Ministry’s Mil Mi-8 helicopter from Irkutsk. The airmobile team of the Emergency Ministry’s Irkutsk Region Directorate was put on standby. Management bodies and forces of Ust-Kutsk town section of the Irkutsk Region subsystem of the Single State Disaster Management System and the Irkutsk Region Directorate were operating under the state of emergency.
The tenants are getting general assistance, medical and psychological aid. The house is under guard 24 hours a day and was cordoned off. The people are kept updated on the measures taken and the current situation.
Operations planned for 4 December 2017: The Irkutsk Region Disaster Management and Fire Safety Commission is going to hold an on-site meeting to pick a contractor for examining the building and providing all-round assistance to the tenants.
214 people and 32 units of equipment, including 67 people and 14 units of equipment provided by the Russian Emergency Ministry, are involved in the operations.
Emergency situations under control
Gas explosion in Orenburg Region
A gas explosion followed by a fire happened at 11:44 AM on 2 December 2017 in a flat on the fourth floor of a block of flats at Molodyozhnaya Street No 5, in the settlement of Novorudny, Novotroitsk Urban District. One person was killed.
No constructions collapsed, the external plates between the 3rd and 5th sections of the house shifted and cracked, 18 windows were knocked out.
The fire was put out at an area of 5 sq. meters at 12 PM on 2 December 2017.
Emergency operations center and task forces of the Emergency Ministry’s Orenburg Region Directorate are working in cooperation with the local government and other emergency services. Management bodies and forces of the Orenburg Region subsystem of the Single State Disaster Management System and the Orenburg Region Directorate are operating under the state of Emergency.
The house was connected to all essential services, except gas supply at the affected section. Tenants of 4 sections and 10 flats of the 6th section returned to their flats. Tenants of the affected section No 5 and 5 adjacent flats in the 6th section have restricted access to their flats, 3 of them are staying in a municipal dormitory, others went to stay with their friends and relatives.
Over the past 24 hours: a specialized organization checked the building’s structural integrity. The detailed report will be provided on 4 December 2017.
Operations planned for 4 December 2017: the tenants are going to get all-round assistance and the people are going to be kept updated on the measures taken.
More than 410 people and 90 units of equipment, including more than 160 people and 30 units of equipment provided by the Russian Emergency Ministry, are involved in the operations.
Response to man-caused fires
Fire and rescue divisions have put out 454 fires, including 336 fires in residential blocks. 94 people have been affected, 54 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Accidents on waterways
Rescue units have been dispatched to respond to 1 accident on waterways.
1 person was affected.
Response by bomb disposal divisions
Bomb disposal divisions have found and defused 1 explosive device.
Traffic accident response
Fire and rescue teams have been deployed 246 times to respond totraffic accidents.
329 people have been injured in road traffic accidents, 173 of them have been saved (extricated or saved from dangerous situations in other ways).
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 6 times. Psychological has been provided on 27 occasions.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours, there were power outages in 5 districts in Penza Region and a disruption in water supply in the settlement of Porechye, Pravdinsk urban District, Kaliningrad Region.
Power was restored in Penza Region, while repairs are ongoing in Kaliningrad Region.
Ash release by volcanoes in Kamchatka Territory
Karymsky volcano released ash to a height of up to 2,500 meters at 12:17 AM on 4 December 2017.
The ash cloud spread some 95 km to the east in the direction of the Kronotsky Bay.
No ash falls were reported in settlements. No tourist groups were registered around the volcanoes.
