Emergency situations over past 24 hours
Disruption in heat and hot water supply in Moscow
A hot water pipe (800 mm in diameter) got ruptured at 7:13 PM on 29 November 2017 near house No 7 in Irkutskaya Street, Galyanovo, Eastern Administrative District of Moscow. Hot water spilled on a nearby road. There are victims.
Consumers in Golyanovo, Metrogorodok, Ivanovskoye, Izmailovo, Perovo, Novogireyevo in Eastern Administrative District received heat by a back-up scheme. Joint task forces were working in social infrastructure and residential blocks to check temperature.
Three bus routes were changed temporarily. There were notices on all bus stops. Traffic police have cordoned off the affected section in Irkutskaya Street.
The working group of the Governmental Disaster Management and Fire Safety Commission has held a meeting chaired by the Emergency Minister to discuss relief operations.
Managing bodies and forces of the Emergency Ministry’s Moscow Directorate are operating under the state of emergency. Emergency operations center and task forces of the Moscow Directorate are working in cooperation with the local government and emergency brigades of PAO MOEK (Moscow Energy Company).
Medical teams have been reinforced, the routes of ambulance vans have been revised, temporary shelters have been deployed. Heaters and mobile power stations have been readied and dispatched.
The population were informed via mass media, OKSION terminals and social media.
The repairs were finished at 12:30 AM on 1 December 2017, heat supply was fully restored.
597 people and 180 units of equipment, including 127 people and 23 units of equipment provided by the Russian Emergency Ministry, are involved in the operations.
Response to man-caused fires
Fire and rescue divisions have put out 349 fires, including 260 fires in residential blocks. 109 people have been affected, 76 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Accidents on waterways
Rescue units have been dispatched to respond to 1 accident on waterways.
1 person was affected.
Response by bomb disposal divisions
Bomb disposal divisions have found and defused 45 explosive devices, including 5 aerial bombs.
Traffic accident response
Fire and rescue teams have been deployed 246 times to respond totraffic accidents.
329 people have been injured in road traffic accidents, 173 of them have been saved (extricated or saved from dangerous situations in other ways).
Situation at the facilities controlled by Paramilitary Mine Rescue Divisions
There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 4 times. Psychological has been provided on 6 occasions.
Situation on roads in Russian Federation
Local road between Patizanskoye and Mana between kilometer markers 46 and 68 got flooded (10 cm) in Partizanskoye District due to ice jams in the Mana river.
There is a 40km long bypass via local road Kuskun – Narva – Chistye Klyuchi. Traffic police posts are in place. The population and drivers are being informed.
43 people and 11 units of equipment, including 15 people and 4 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the situation.
Closure of ferry crossing in Sakhalin Region
Ferry services between the towns of Vanino and Kholmsk were suspended from 3 PM on 29 November to 1 Am on 1 December 2017 as a precaution due to bad weather forecast. All the ferries were in the port of Vanino. The population were informed. There were no lines of vehicles or passengers.
Gas explosion in Ingushetia
A gas explosion followed by a fire happened at 8:15 AM on 30 November 2017, at No 48 Pionerskaya Street, in a garage attached to a detached house, in the town of Sunzha. There is a victim. The garage was completely destroyed.
44 people and 10 units of equipment, including 16 people and 4 units of equipment provided by the Russian Emergency Ministry, were involved in dealing with the incident.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours, there were disruptions in heat supply in the town of Birobidzhan, Jewish Autonomous Region, in the town of Tver, in the town of Segezha, Karelia and a disruption in gas supply in the town of Voronezh. The disruptions were addressed to without delay, normal functioning of the society was not disturbed, except for the disruption in Karelia, repairs are ongoing.
Disruptions in heat and hot water supply in Krasnodar Territory
Hot water pipes were ruptured in the city of Krasnodar at 12:45 PM and at 5:55 PM on 30 November 2017. Nobody was hurt.
166 blocks of flats and 33 social facilities remain without heat.
A task force of the Crisis Management Center of the Emergency Ministry’s Krasnodar Territory Directorate is working in cooperation with the local government and AO Krasnodarteploset, a heat supplying company. The population are being informed.
Joint task forces are working at all social facilities and 24/7 institutions.
Repairs are underway.
48 people and 10 units of equipment, including 20 people and 5 units of equipment provided by the Russian Emergency Ministry, are involved in the operations.
