Emergency situations under control
Gas explosion in Udmurtia
A gas explosion not followed by a fire happened at 3:40 PM, on 9 November 2017, at a nine-floor block of flats at Udmurtskaya Street No 261, in the town of Izhevsk.
The explosion tore through 8 flats between 2nd and 9th floors, two shops and a tailoring shop on the first floor. There are victims.
Emergency Ministry’s fire and rescue divisions and other emergency services arrived at the scene without delay and started search and rescue operations. 210 people were saved.
SAR operations were ceased, over 1,200 cubic meters of rubble were removed taken to a special guarded ground to be examined by investigators, as well as 23 overhanging structures were disassembled;
Meetings of working group of the Governmental Disaster Management and Fire Safety Commission headed by the Emergency Minister were held at the scene in Izhevsk to set tasks to mitigate the accident.
There are 5 temporary shelters for evacuees (79 people are staying there). All the residents are provided with comprehensive, medical and psychological aid, special attention is given to children, people with disabilities and the elderly. A telephone Helpline was set up. The Helpline received 23 calls over the past 24 hours.
Over the past 24 hours:
Struna diagnostics complexes examined 97 apartments. Heat supply was restored in the building (except Block No.5). All power and water systems are operational. Gas supply in apartments will be enabled after all the apartments are examined by Struna complex and returning of all residents to their apartments. Meeting of the Emergency Response and Fire Safety Comission of Udmurtia is planned for 13 November 2017 to decide on settlement of residents in the house. Comprehensive aid is being rendered to all the residents..
Activities planned for 13 November 2017: every apartment will be examined by Struna mobile diagnostics complex, comprehensive aid will be provided to every resident.
More than 1,200 people and 300 units of equipment, including more than 1,000 people and 200 units of equipment provided by the Russian Emergency Ministry, were involved in the SAR operation.
Response to man-caused fires
Fire and rescue divisions have put out 390 fires, including 307 fires in residential blocks. 118 people have been affected, 93 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Protection of settlements and businesses against wildfires
59 aircraft, including 57 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces (881 flights, 3,961 discharges, 33 million 931 thousand liters of water dropped on wildfires; 1,738 flights to monitor the situation and redeploy personnel and 6,541 people were transported). Ground and air teams have prevented the spread of fires to 3,707 settlements.
More than 560 people and 200 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires.

Rescue units have been dispatched to respond to 1 accident on waterways.
Response by bomb disposal divisions
Bomb disposal divisions have found and defused 1 explosive device.
Traffic accident response
Fire and rescue teams have been deployed 255 times to respond to traffic accidents.
350 people have been injured in road traffic accidents, 217 of them have been saved (extricated or saved from dangerous situations in other ways).
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 6 times. Psychological aid has been provided on 11 occasions.
Hard landing of helicopter in Nenets Autonomous Area
A Eurocopter AS350 helicopter hard landed 1.5 kilometers away from the Trebs and TItov Oil Fields in Severny District at 12:00 PM, 12 November 2017.
There were 6 people on board, they were delivered to the drilling platform by the employees of the station. Nobody was evacuated to the hospitals. There are no victims or destruction on the ground.
20 people and 6 units of equipment, including 7 people and 2 units of equipment provided by the Emergencies Ministry were dealing with the accident.
Cyclone in Sakhalin Region
A cyclone has been bringing in 30 m/s wind gusts, slush and adverse weather in Sakhalin Region since 10 November 2017.
As of 06:00 AM, 13 November 2017: ferry crossing between the settlements of Vanino and Kholmsk was opened, all traffic restriction on a section of the motorway between the settlements of Yuzhno-Sakhalinsk and Okha were lifted, power supply was fully restored.
According to the Russian Weather Agency and the Antistikhia All-Russian Monitoring and Forecasting Center, the cyclone partially dissolved and shifted towards north, bringing in slight slush and wind gusts up to 13-18 m/s to Kamchatka Territory, the south of Magadan Region, the north of Khabarovsk Territory and Kuril Islands.
More than 250 people and 70 units of equipment, including 140 people and 20 units of equipment provided by the Emergencies Ministry are dealing with the situation.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours, there were disruptions in heat supply in the town of Nizhnyaya Tura, Sverdlovsk Region and in the town of Rzhev, Tver Region; disruption in hot water supply in the city of Nizhny Novgorod; power outage in Vsevolozhsk District, Leningrad Region.
All disruptions were promptly fixed, normal functioning of the population was not disrupted.
Humanitarian assistance to Cuba
Following the order of the Russian Government of 21 September 2017, the Russian Ministry for Emergency Situations is delivering 1,100 tons of relief supplies (construction materials, power lines, power cables, power generators, food) by sea from the port of Novorossiysk to Cuba.
Emergency situations abroad
A 7.2-magnitude earthquake occurred 204 kilometers to the north-east of Baghdad on a depth of 34 kilometers on the border of Iraq and Iran at 09:18 PM, 12 November 2017. Data on destructions is being updated. The earthquake was sensed in other countries of the region, including Kuwait, United Arab Emirates and Israel.
According to the Crisis Management Center of the Russian Ministry of Foreign Affairs, Russiatourism and the Association of Tour Operators of Russia (ATOR), none of the Russian citizens were injured. There were no aid requests to the Russian Government and the Russian Emergencies Ministry.
