Cyclone in Sakhalin Region
A cyclone has been bringing in 30 m/s wind gusts, slush and adverse weather in Sakhalin Region since 10 November 2017.
Power outages occurred in 15 settlements in 6 municipalities. Heat supply was not disrupted, nobody was hurt.
A ferry crossing between the settlements of Vanino and Kholmsk was closed down since 06:00 AM, 11 November 2017. All ferries are stationed in the port of Vanino, the population is being informed.
A sections of the regional motorway between the settlements of Yuzhno-Sakhalinsk and Okha was closed down since 12:30 PM, 11 November 2017 to 01:00 AM, 12 November 2017. Traffic Police stations were set up, the situation is being informed.
The Emergency Response Center and task groups of the Sakhalin Region Directorate of the Emergencies Ministry and repair brigades are working in cooperation with local governments, communal services, RAO Energy Systems of the East.
Managing bodies and personnel of the Sakhalin Region Directorate of the Emergencies Ministry are on standby.
All the necessary measures were taken to prevent and minimize the impact of the cyclone.

More than 250 people and 70 units of equipment, including 140 people and 20 units of equipment provided by the Emergencies Ministry are dealing with the situation.

Air-gas mixture explosion in Dagestan
An explosion of air-gas mixture, not followed by a fire, occurred in a one-storey house in the settlement of Shalasi, Dakhadayevsky District at 12:00 PM, 11 November 2017. The building partially collapsed in the explosion, there are injured.
30 people and 9 units of equipment, including 7 people and 2 units of equipment provided by the Emergencies Ministry were dealing with the accident.
Emergency situations under control
Gas explosion in Udmurtia
A gas explosion not followed by a fire happened at 3:40 PM, on 9 November 2017, at a nine-floor block of flats at Udmurtskaya Street No 261, in the town of Izhevsk.
The explosion tore through 8 flats between 2nd and 9th floors, two shops and a tailoring shop on the first floor. There are victims.
Emergency Ministry’s fire and rescue divisions and other emergency services arrived at the scene without delay and started search and rescue operations. 210 people were saved.
SAR operations were ceased, over 1,200 cubic meters of rubble were removed taken to a special guarded ground to be examined by investigators, as well as 23 overhanging structures were disassembled;
Meetings of working group of the Governmental Disaster Management and Fire Safety Commission headed by the Emergency Minister were held at the scene in Izhevsk to set tasks to mitigate the accident.
There are 5 temporary shelters for evacuees (79 people are staying there). All the residents are provided with comprehensive, medical and psychological aid, special attention is given to children, people with disabilities and the elderly. A telephone Helpline was set up. The Helpline received 55 calls over the past 24 hours.

More than 1,200 people and 300 units of equipment, including more than 1,000 people and 200 units of equipment provided by the Russian Emergency Ministry, were involved in the SAR operation.
Disruption in cold water supply in Buryatia
A disruption in cold water supply occurred in more than 1,200 houses and 37 social facilities in the town of Ulan-Ude due to an accident in sewer.

Cold water supply was restored at 08:00 PM, 11 November 2017. Hot water supply was restored at 09:45 PM, 11 November 2017.
280 people and 40 units of equipment, including 50 people and 12 units of equipment provided by the Emergencies Ministry were dealing with the accident.
Helicopter crash in Norway
A Russian Mil Mi-8 helicopter on the way from the settlement of Pyramiden to Barentsburg (Norway) was lost from radars at 4:35 PM on 26 October 2017, 2 km off the shore in the Greenland Sea and 10 km north of Barentsburg, Spitsbergen (Norway). There were 8 Russian citizens aboard the helicopter.
Russian Emergency Ministry’s rescuers found and recovered a body on 1 November 2017. Mini submarines examined 35 thousand sq. meters of the sea bottom, divers made 21 dives, 243 km of the shoreline was examined.
Over the last 24 hours: The Emergencies Ministry’s joint team returned to the base.
Search operation was ceased, in accordance with international documents, monitoring of water in crash site vicinity is carried out by nearby ships and control at the polar night.
Response to man-caused fires
Fire and rescue divisions have put out 371 fires, including 274 fires in residential blocks. 63 people have been affected, 45 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Protection of settlements and businesses against wildfires
62 aircraft, including 56 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces (881 flights, 3,961 discharges, 33 million 931 thousand liters of water dropped on wildfires; 1,738 flights to monitor the situation and redeploy personnel and 6,541 people were transported). Ground and air teams have prevented the spread of fires to 3,707 settlements.
More than 550 people and 190 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires.

Explosion of air-gas mixture in Crimea
An explosion of air-gas mixture, followed by a fire, occurred on the second floor of five-storey apartment building in the town of Armyansk at 01:25 AM, 12 November 2017. 60 people were evacuated from the building. Bearing structures were not damaged in the explosion. A window was shattered in one apartment.
Medical evacuation from Rostov-on-Don
Following a request of the Russian Healthcare Ministry of 9 November 2017, on 9 November, an Emergency Ministry’s Ilyushin Il-76 plane carried out a medical evacuation of 9 gravely ill children, from Rostov-on-Don to hospitals of Moscow. The patients did not get worse during the flight.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours, there were disruptions in heat supply in the city of Krasnodar and Krasnoyarsk, disruption in gas supply in Temryuk District, Krasnodar Territory. All disruptions were promptly fixed, except heat supply disruption in the town of Krasnoyarsk, repair operations are ongoing.
Humanitarian assistance to Cuba
Following the order of the Russian Government of 21 September 2017, the Russian Ministry for Emergency Situations is delivering 1,100 tons of relief supplies (construction materials, power lines, power cables, power generators, food) by sea from the port of Novorossiysk to Cuba.
