Emergency situations over past 24 hours
Gas explosion in Perm Territory
A gas explosion followed by collapse of 72 sq. meters happened at 12:10 PM, 10 October 2017, in a brick single-floor three-flat not supplied with gas in the settlement of Plishkari, Yelovo District.
There are victims. The house was occupied by 6 people, including 2 children.
Psychologists of the Emergency Ministry’s Perm Territory Directorate are working. The administration has provided the residents with everything necessary and handled their resettling.
30 people and 12 units of equipment, including 10 people and 3 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the incident.
Emergency situations under control
Fire in Moscow Region
A fire started at 3:08 PM, 8 October 2017, on the ground floor of the underground parking lot at a shopping center at kilometer marker 65 of Moscow Circular Highway in Odintsovo District. It engulfed 55,000 sq. meters and brought down 1,000 sq. meters of the roof.
More than 3,000 people were evacuated from the building. There are victims.
The fire was contained at 10:56 PM, 8 October 2017. Open blaze was put out at 07:03 AM, 9 October 2017.
Over the past 24 hours, firefighters were working to put out separate smoldering sources and water the debris using Shkval pumping station of the Emergency Ministry’s Noginsk Rescue Center and firefighting robots Yel-10 and Luf-60 of the Emergency Ministry’s Fire Defense Research Institute.
The fire was put out at 3:01 PM, 10 October 2017.
The acceptance certificate was made a signed at 4:40 PM, 10 October 2017. In accordance with the certificate the building was passed over to the owner, the parties have no complaints or disagreements.
Forces and facilities involved in dealing with the fire left for their permanent bases.
Response to man-caused fires
Fire and rescue divisions have put out 334 fires, including 242 fires in residential blocks. 89 people have been affected, 65 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Protection of settlements and businesses against wildfires
60 aircraft, including 55 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces, (861 flights, 3,845 discharges, 32 million 970 thousand liters of water dropped on wildfires; 1,736 flights to monitor the situation and redeploy personnel and 6,479 people were transported). Ground and air teams have prevented the spread of fires to 3,702 settlements.
Over the past 24 hours, An Emergency Ministry’s Ilyushin Il-76 air tanker arrived from the airport of Krasnoyarsk to the Airport of Vladivostok to reinforce the crews involved in fighting wildfires in Maritime Territory. 2 Emergency Ministry’s Beriyev Be-200ChS planes (4 flights, 25 discharges, 300 thousand liters of water) and the Il-76 (1 flight, 1 discharge, 42 thousand liters of water) were deployed. They prevented the fires from spreading to the settlements of Kavalerovo and Sinegorye, Kavalerovo District.
There is no threat to settlements, businesses or infrastructure.
More than 870 people and 250 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires.
Accidents on waterways
Rescue units have been dispatched to respond to 2 accidents on waterways.
Response by bomb disposal divisions
Bomb disposal divisions have found and defused 51 explosive devices.
Traffic accident response
Fire and rescue teams have been deployed 313 times to respond totraffic accidents.
393 people have been injured in road traffic accidents, 255 of them have been saved (extricated or saved from dangerous situations in other ways).
Situation at the facilities controlled by Paramilitary Mine Rescue Divisions
There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have not been dispatched to the facilities.
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 7 times. Psychological aid has been provided on 12 occasions.
Monitoring of air in Sverdlovsk and Chelyabinsk Regions
Residents of the city of Yekaterinburg and the town of Pervouralsk, Sverdlovks Region, the towns of Chelyabinsk, Karabash, Korkino and Satka, Chelyabinsk Region complained on 10 October 2017 about strange smell in the air.
The Russian Emergency Ministry in conjunction with bodies authorities to control and protect the environment in Sverdlovsk and Chelyabinsk Regions dispatched 6 task forces and 3 mobile laboratories to check the information.
57 stationary environment control stations are working round the clock.
The weather forecast for 11 October 2017 will not affect the environmental situation.
The air is going to be continued to be monitored and the population are going to be kept updated on 11 October 2017.
Traffic restriction in Magadan Region
Traffic restriction was announced between 5:30 AM and 9 AM, 10 October 2017, for trucks with trailers and semitrailers at the local motorway between Solnechny and Ola owing to bad weather (heavy snowfall, poor visibility). Traffic was obstructed at kilometer marker 31 at R504 Kolyma federal highway owing to a traffic accident.
The population and drivers were informed without delay, 2 mobile warming and catering centers were readied and checked. The road was cleared, the car services were fully restored, there are no lineups.
Flooding in Kaliningrad Region
14 yards and farmlands were flooded in 3 settlements of Zelenograd Urban District on 9 October 2017, owing to heavy rains. No houses were flooded.
Managing bodies and forces of 1 district and 12 town sections of the Kaliningrad Region subsystem of the Single State Disaster Management System are operating under the state of emergency,
More than 300 people and 50 units of equipment, including 80 people and 15 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the flooding.
Ash releases by volcano in Kamchatka Territory
Shiveluch volcano in Ust-Kamchatsk District released ash to a height of up to 8,000 meters at 2:50 AM, 10 October 2017. The ash cloud spread up to 5 km to the northwest. No ash fallouts were registered in settlements. Air services were not disrupted. No tourist groups were registered around the volcanoes.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours there was a disruption in gas supply in Khasavyurt District, Dagestan. The disruption was promptly addressed to, normal functioning of the society was no disturbed.
Restoration of heat supply in the town of Nevyansk, Sverdlovsk Region is ongoing.
Humanitarian assistance to Cuba
Following the order of the Russian Government of 21 September 2017, the Russian Ministry for Emergency Situations in conjunction with the Russian Federal State Reserves Agency has arranged a delivery of up to 1,200 tons of relief supplies (construction materials, power lines, power cables, power generators, food) by sea to Cuba.
