Fire in Moscow Region
A fire started at 3:08 PM, 8 October 2017, on the ground floor of the underground parking lot at a shopping center at kilometer marker 65 of Moscow Circular Highway in Odintsovo District. It engulfed 55,000 sq. meters and brought down 1,000 sq. meters of the roof.
More than 3,000 people were evacuated from the building. There are victims.
The fire was contained at 10:56 PM, 8 October 2017. Open blaze was put out at 07:03 AM, 9 October 2017.
2 Kamov Ka-32 helicopters of the Moscow Aviation Center and one of the Emergency Ministry’s Zhukovsky Air Rescue Center (made 120 discharges dropping 600 thousand liters of water), airmobile teams of the Emergency Ministry’s Moscow Region and Moscow Directorates, Noginsk Rescue Center and Leader Center are involved.
Task forces of the Emergency Ministry’s National Crisis Management Center, Central Regional Center, Moscow Region and Moscow Directorates are operating at the scene in cooperation with the local government. There is an operations center. A decision-making center of the Emergency Ministry’s All-Russian Fire Defense Research Institute of the Order of “The Badge of Honor” was deployed to develop efficient approaches to the suppression of the fire.
Laboratories are measuring maximum permissible concentration of carbon monoxide at the scene, no exceeding has been registered.
Efforts were continued through the past day and night to put out smoldering sources at 6 sections (using Shkval pumping station of the Noginsk Rescue Center) and to water constructions.
The suppression is going to be continued on 10 October 2017, using two robotic firefighting complexes of the Emergency Ministry’s All-Russian Fire Defense Research Institute of the Order of “The Badge of Honor”.
More than 350 people and 180 units of equipment, including more than 150 people and 40 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the fire.
Response to man-caused fires
Fire and rescue divisions have put out 346 fires, including 230 fires in residential blocks. 62 people have been affected, 43 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Protection of settlements and businesses against wildfires
63 aircraft, including 55 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces, (856 flights, 3,819 discharges, 32 million 628 thousand liters of water dropped on wildfires; 1,736 flights to monitor the situation and redeploy personnel and 6,479 people were transported). Ground and air teams have prevented the spread of fires to 3,700 settlements.
An Emergency Ministry’s Beriyev Be-200ChS plane was deployed to fight wildfires in Maritime Territory. They made 1 flight and dropped 12 thousand liters of water, prevented fires from spreading to the settlement of Kovalerovo, Kavalerovo District. 2 Emergency Be-200ChS planes have been involved in fighting wildifes since 3 AM, 10 October 2017. There is no threat to settlements.
An Emergency Ministry’s Mil Mi-8 helicopter was deployed to fight wildfires in North Ossetia-Alania. It made 1 flight, 3 discharges dropping 15 thousand liters of water, prevented the fires from spreading to the settlement of Nizhny Tsei, Alagir District. There is no threat to settlements.
More than 870 people and 250 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires.

Rescue units have been dispatched to respond to 1 accident on waterways.

Bomb disposal divisions have found and defused 15 explosive devices.
Traffic accident response
Fire and rescue teams have been deployed 325 times to respond totraffic accidents.
434 people have been injured in road traffic accidents, 280 of them have been saved (extricated or saved from dangerous situations in other ways).
Situation at the facilities controlled by Paramilitary Mine Rescue Divisions
There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 7 times. Psychological aid has been provided on 35 occasions.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours there was a disruption in heat supply in the town of Nevyansk, Sverdlovsk Region. Residential buildings and social infrastructure are provided with heaters. The temperature in residential buildings is being monitored. Repairs are ongoing.
Humanitarian assistance to Cuba
Following the order of the Russian Government of 21 September 2017, the Russian Ministry for Emergency Situations in conjunction with the Russian Federal State Reserves Agency has arranged a delivery of up to 1,200 tons of relief supplies (construction materials, power lines, power cables, power generators, food) by sea to Cuba.
