Fire in Nizhny Novgorod Region
A fire happened in a 10,000 sq. meter tank under routine maintenance in an oil refinery at 2:35 PM, 5 October 2017, in Kstovo District, Nizhny Novgorod Region. The tank then exploded and set an oil pipeline on fire.
Fire and rescue divisions and other emergency services were dispatched to the fire scene immediately. The staff were evacuated.
The fire was put out as a higher-class one (fourth) involving 2 firefighting trains.
An airmobile team of the Emergency Ministry’s Nizhny Novgorod Directorate and Emergency Ministry’s 2 Mil Mi-8 helicopter (at airports in Vladimir and Kazan) were put on standby.
The air is being monitored and is under laboratory control, no excess of maximum permissible level of gases was registered.
A decision-making center was set up at the Emergency Ministry’s All-Russian Research Institute for Fire Defense to develop efficient approaches to the fire suppression.
The fire was contained within an area of 900 sq. meters at 5 PM, 5 October 2017, and was put out at 7:07 PM. The constructions are being watered and cooled down now.
More than 200 people and 30 units of equipment, including more than 180 people and 25 units of equipment provided by the Russian Emergency Ministry, were involved in dealing with the fire.

A passenger train and a passenger bus collided at 4 AM, 6 October 2017, at a regulated railway crossing at Pokrov station. The tracks were not damaged. There are victims.
3 passenger trains were delayed to up to 1 hour and 15 minutes, the passengers and population were informed. Cooperation was organized with the Embassy and Emergency Ministry of Kazakhstan and Uzbekistan.
76 people and 20 units of equipment, including 25 people and 8 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the accident.
Traffic accident in Chechen Republic
A traffic accident involving 2 cars at 11:30 AM, 5 October 2017, 3 km northwest of the settlement of Gekhi, Urus-Martan District on a local road between Gekhi and Valerik. There are victims.
17 people and 6 units of equipment, including 8 people and 2 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the accident.
Traffic accident in Stavropol Territory
A traffic accident involving 4 cars happened at 4:31 PM, 5 October 2017, in Mineralnye Vody Urban District, at kilometer marker 329 of R217 Kavkaz federal motorway. There are victims.
30 people and 14 units of equipment, including 9 people and 4 units of equipment provided by the Russian Emergency Ministry, are involved in dealing with the accident.
Response to man-caused fires
Fire and rescue divisions have put out 335 fires, including 221 fires in residential blocks. 70 people have been affected, 53 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.
Protection of settlements and businesses against wildfires
59 aircraft, including 53 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces, (849 flights, 3,776 discharges, 32 million 231 thousand liters of water dropped on wildfires; 1,736 flights to monitor the situation and redeploy personnel and 6,479 people were transported). Ground and air teams have prevented the spread of fires to 3,696 settlements.
More than 880 people and 260 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires.

Derailment in Tula Region
A section of a locomotive and 24 cars of a freight train lost tracks and capsized at 2:25 AM, 6 october 2017, in Volovo District between Malaya Andreyevka and Turdei stations.
Nobody was hurt, 200 meters of the tracks was damaged. Diesel fuel leaked from two tanks to an area of 50 sq. meters. There is no threat that the fuel gets in water supply points.
Emergency operations center and task forces of the Emergency Ministry’s Tula Region Directorate are working in cooperation with the local government.
2 passenger trains were delayed to up to 2 hours and were directed to take bypasses. The passengers were informed and provided with everything necessary.
Repairs are underway.
More than 260 people and 30 units of equipment, with 2 repair trains among them, including 202 people and 18 units of equipment provided by the Russian Emergency Ministry are involved in dealing with the accident.
Power outages and accidents at facilities of housing and utilities
Over the past 24 hours there was a power outage in Pervomaisky District, Altai Territory. The disruption has been promptly addressed to, normal functioning of the society was not disturbed.
Restoration of heat supply in the town of Troitsk, Chelyabinsk Region is under control, the houses and social infrastructure are provided with additional heating sources. The repairs are planned to be finished at 8 PM Moscow time, 6 October 2017.
Humanitarian assistance to Cuba hit by hurricane Irma
Following the order of the Russian Government of 21 September 2017, the Russian Ministry for Emergency Situations in conjunction with the Russian Federal State Reserves Agency has arranged a delivery of up to 1,200 tons of relief supplies (construction materials, power lines, power cables, power generators, food) by sea to Cuba.
