Emergency situations over the past 24 hours

Traffic accident in Dagestan

A traffic accident involving a minibus, a truck and a car happened on 5 kilometer mark of the R-217 Kavkaz Federal Motoway, 5 km to the north of the town of Makhachkala at 09:20 AM, 8 September 2017. There are injured. Traffic was not restricted.

40 people and 17 units of equipment, including 12 people and 3 units of equipment provided by the Emergencies Ministry dealt with the traffic accident.

Response to man-caused fires

Fire and rescue divisions have put out 251 fires, including 178 fires in residential blocks. 27people have been affected, 17 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Protection of settlements and businesses against wildfires

85 aircraft, including 58 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces, (831 flights, 3,696 discharges, 31 million 684 thousand liters of water dropped on wildfires; 1,736 flights to monitor the situation and redeploy personnel and 6,479 people were transported). Ground and air teams have prevented the spread of fires to 3,676 settlements (2 settlement over the past 24 hours).

An Emergencies Ministry’s Beriyev Be-200ChS was deployed to fight wildfires in Dagestan. It made 2 flights, 7 discharges dropping 84 thousand liters of water (prevented fires from spreading to the settlement of Khoroda, Tlyarata District).


The situation is under constant satellite and air monitoring, development of the most dangerous fires is being modelled, UAVs are being actively used. Residential blocks and woods are being patrolled, the people are being kept updated on the situation and steps taken.

More than 160 people and 60 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires in the worst-hit regions (Magadan Region and Buryatia). 

Accidents on waterways

Rescue units have been dispatched to respond to 4 accidents on waterways.

5 people were affected, 2 of them were rescued.

Response by bomb disposal divisions

Bomb disposal divisions have found and defused 91 explosive devices, including 1 aerial bomb.

Traffic accident response

Fire and rescue teams have been deployed 299 times to respond totraffic accidents.

392 people have been injured in road traffic accidents, 255 of them have been saved (extricated or saved from dangerous situations in other ways).

Situation at the facilities controlled by Paramilitary Mine Rescue Divisions

There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions.

Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.

Emergency psychological aid

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 8 times. Psychological aid has been provided on 40 occasions.

Collapse of wall in Moscow Region

48 square meters of a wall of a cinema under reconstruction collapsed onto a market at 2 Fadeyeva Street, Yuzhny District, the town of Balashikha at 11:15 AM, 8 September 2017. There are injured.

Task groups and the Emergency Response Center of the Moscow Region Directorate and local fire and rescue garrison of the Emergencies Ministry work in close cooperation with local governing bodies and other emergency services.

The scene was cordoned off, the Emergencies Ministry’s specialists examine the collapsed structure.

Rubble was fully examined at 01:30 PM, 8 September 2017, nobody was found.

Over the past 24 hours: on-site meeting of the Disaster Management Commission of the town of Balashikha was carried out to decide on forced collapse of remaining structure and rubble removal;

Remaining wall was fully destroyed by heavy machinery.

Activities planned for 9 September 2017: rubble will be removed when all investigative operations are finished.

53 people and 19 units of equipment, including 25 people and 8 units of equipment provided by the Emergencies Ministry were involved into mitigation of the emergency.

Fire in Rostov Region

A fire was started by arson at 12:52 Pm on 21 August 2017 in the city of Rostov-on-Don. It quickly spread to 118 houses because of compact planning and gusts of wind up to 15 m/s. There are victims.

The fire was contained at 6:53 PM on 21 August 2017 within an area of 10,000 sq. meters and was put out at 1:21 PM on 22 August 2017. The fire was stopped from spreading to more than 500 houses occupied by more than 6,000 people.

State of emergency was declared in Rostov Region with the federal level of response and tasks were set to provide all-round assistance to the affected people.

Over the past 24 hours, financial assistance was being provided to the affected people.

Release of ash by volcanoes in Kamchatka Territory

Shiveluch volcano in Ust-Kamchatsk District, Kamchatka Territory released ash at 04:24 AM, 9 September 2017 to a height of up to 7,000 meters.

The clouds of ash spread to the northeast to Ozyorny Bay 38 km away from the volcanoes. There are no settlements on the way of ash clouds. No tourist groups are registered around the volcanoes, air services were not disturbed. 

Power outages and accidents at facilities of housing and utilities

Over the past 24 hours there were power outages in Nikolayevsk-on-Amur District in Khabarovsk Territory, Boguchany District in Krasnoyarsk Territory and in the settlement of Chapayevsky, Prikubansky District in Karachay-Cherkessia, as well as disruption in cold water supply in the town of Kireyevsk, Tula Region.

The disruptions were addressed to promptly, normal functioning of the society was not disturbed, excluding Boguchany District in Krasnoyarsk Territory – repair operations are underway.
