Traffic accident in Voronezh Region

According to the traffic police 4 traffic accidents involving a truck and 33 cars followed by fires in 4 cars happened at 3:20 PM on 3 September 2017 in Bobrov District at kilometer marker 631 of M4 Don federal highway (7 km to the west of the settlement of Shestakovo). There are victims.

21 people and 7 units of equipment, including 12 people and 4 units of equipment provided by the Russian Emergency Ministry were involved in dealing with the accident.

Traffic accident in Astrakhan Region

Driver of a truck ran over 3 children on a pedestrian crossing in the town of Astrakhan in Magnitogorskaya street near house 68 at 8:06 PM on 3 September 2017. There are victims. No aerial medical evacuation is required.

28 people and 10 units of equipment, including 6 people and 2 units of equipment provided by the Russian Emergency Ministry were involved in dealing with the accident.

Emergency situations under control

Cyclone in Kabardino-Balkaria

Mudflows happened on 1 September 2017 in Adyl-Su gorge in Elbrus District, Kabardino-Balkaria due to heavy rains and rise of water levels in the Baksan river.

According to preliminary data the mudflows swept away 4 cars with 5 people inside into the river, 2 of them were rescued.

8 sections of A158 federal highway Prokhladny – Baksan – Elbrus of more than 3 km were damaged. 5 settlements, including 10 tourist bases were cut off. A pedestrian bridge was damaged in the settlement of Elbrus. There were 49 hiking groups of more than 300 people, including 133 foreign citizens, on the tourist route on Elbrus Mountain. The groups were contacted and are now being escorted to safety.

Power and gas supply was disrupted in 6 settlements. Repair brigades are working. The time when gas supply is planned to be restored is by the end of 4 September 2017.

Power supply was fully restored in all settlements at 6 PM on 1 September 2017.

Task forces of the Emergency Ministry are working in cooperation with executive authorities and local governments in the cut-off settlements to provide the population with everything needed, there is enough food, medicines, fuels and lubricants. Special care is being taken of children, elderly citizens and physically-challenged people.

Forces and facilities of the Kabardino-Balkaria subsystem of the Single State Disaster Management System are operating under the state of emergency.

4 aircraft are evacuating people and delivering necessary supplies, including food.

At 12:10 AM, 2 September 2017, an Emergency Ministry’s Ilyushin Il-76 plane delivered to the disaster area specialists of the Leader Center for high-risk rescue operations to blast rocks and specialists of the All-Russian Monitoring and Forecasting Center Antistikhia to prepare proposals on relief operations and to assess further risks of the disaster.

Emergency operations centers and task forces of the Emergency Ministry’s Southern Regional Center and Kabardino-Balkaria Directorate are operating.

A joint meeting of the constant working group of the Governmental Disaster Management and Fire Safety Commission and Kabardino-Balkaria’s Disaster Management and Fire Safety Commission was held on 1 September 2017 under the leadership of the Emergency Ministry to take decisions of all-around assistance to the population and recovery operations.

Over the past 24 hours:

3 teams of rescuers examined 44 km of the Baksan river banks;

100 meters of the road was filled with 2,800 cubic meters of earth. Transport services were re-established with the settlement of Neitrino;

Repairs were finished on two of three sections of the gas main, on the third section pipes are being laid to the opposite bank by alpinist way;

4 helicopters made 20 flights, evacuated 378 people, including 250 tourists, 36 foreign citizens and 128 local residents, delivered 10.3 tons of food and essentials.

Specialists of the Leader Center made 7 blasts using 525 kg of explosoives.

Operations planned for 4 September 2017:

Restoration of the road and gas supply;

Search and rescue operations;

Evacuation of people from the dangerous area, delivery of medicines and food;

Riverbed regulating operations in the Baksan river.

The situation is under constant satellite and air monitoring, the data are being passed on to the local government, the people are being kept updated on the situation and steps taken to cope with it.

A telephone hotline is operating at the Emergency Ministry’s Kabardino-Balkaria Directorate, it has received 76 calls.

More than 660 people and 126 units of equipment with 4 aircraft and 8 units of specialized equipment among them, including more than 480 people and 69 units of equipment with 3 aircraft among them provided by the Russian Emergency Ministry are involved in dealing with the disaster.

Response to man-caused fires

Fire and rescue divisions have put out 298 fires, including 205 fires in residential blocks. 44 people have been affected, 38 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Fire at market in Moscow Region

A 150 sq. meter fire happened in a stall at a market at 7A Fadeyeva street in the town of Balashikha at 12:10 AM on 4 September 2017. Nobody was hurt.

The fire was contained at 1:11 AM, and then put out at 4 AM.

30 people and 7 units of equipment, including 22 people and 5 units of equipment provided by the Russian Emergency Ministry were involved in dealing with the fire.

Protection of settlements and businesses against wildfires

89 aircraft, including 59 provided by the Russian Emergency Ministry, are on standby to protect settlements, fight wildfires, run air reconnaissance and redeploy forces, (829 flights, 3,689 discharges, 31 million 600 thousand liters of water dropped on wildfires; 1,736 flights to monitor the situation and redeploy personnel and 6,479 people were transported). Ground and air teams have prevented the spread of fires to 3,664 settlements (11 settlements over the past 24 hours).

The situation is under constant satellite and air monitoring, development of the most dangerous fires is being modelled, UAVs are being actively used. Residential blocks and woods are being patrolled, the people are being kept updated on the situation and steps taken.

More than 3,770 people and 690 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires in the worst-hit regions (Sakha, Krasnoyarsk Territory and Irkutsk Region). 

Accidents on waterways

Rescue units have been dispatched to respond to 2 accidents on waterways.

2 people have been affected, 1 of them has been saved.

Response by bomb disposal divisions

Bomb disposal divisions have found and defused 76 explosive devices, including 1 aerial bomb.

Traffic accident response

Fire and rescue teams have been deployed 290 times to respond totraffic accidents.

425 people have been injured in road traffic accidents, 249 of them have been saved (extricated or saved from dangerous situations in other ways).

Traffic accident in Sverdlovsk Region

A traffic accident involving passenger and cargo minibuses happened in the city of Yekaterinburg at kilometer marker 12 of Yekaterinburg Circular Highway at 7:05 AM on 3 September 2017. There are victims.

16 people and 5 units of equipment, including 5 people and 1 unit of equipment provided by the Russian Emergency Ministry, were involved in dealing with the accident.

Traffic accident in Volgograd Region

A passenger bus travelling from Makhachkala to Moscow capsized in Mikhailovka District, at kilometer marker 768 of R22 Kaspiy federal highway (18 km to the north of the town of Mikhailovka). There were 9 passengers and 2 drivers aboard the bus. There are victims.

22 people and 8 units of equipment, including 8 people and 3 unit of equipment provided by the Russian Emergency Ministry, were involved in dealing with the accident.

Emergency psychological aid

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 5 times. Psychological aid has been provided on 35 occasions. The telephone hotline has received 21 calls.

 

Additional information

Gas explosion in house in Krasnodar Territory

A gas explosion happened at 6:09 PM on 3 September 2017, at a 2-floor detached house No 51 in Armavirskaya street in the town of Yeisk. The explosion caused a fire (put out at an area of 20 sq. meters), knocked out windows on the second floor, no bearing structures were damaged. There are victims.

27 people and 9 units of equipment, including 10 people and 3 unit of equipment provided by the Russian Emergency Ministry, were involved in dealing with the incident.

Power outage in Tuva

Power has been disrupted in 3 settlements in Todzhinsky District since 7:20 AM 3 September 2017 due to a failure of an 800kW diesel generator. Power is being supplied in a rotational way with a 4 hour interval.

The population are being kept updated on the steps taken. The repair is planned to be finished on 10 September 2017.

28 people and 9 units of equipment, including 3 people and 1 unit of equipment provided by the Russian Emergency Ministry are involved in dealing with the incident.

Fire in Rostov Region

A fire was started by arson at 12:52 Pm on 21 August 2017 in the city of Rostov-on-Don. It quickly spread to 118 houses because of compact planning and gusts of wind up to 15 m/s.

There are victims.

121 people were transferred from temporary shelters to hotels and temporary flats. The affected people are being assisted, provide with essentials. Help is provided to physically-challenged people.

Thanks to timely involvement of forces, efficient use of aerial team and actions of fire and rescue units the fire was contained at 6:53 Pm on 21 August 2017 within an area of 10,000 sq. meters and was put out at 1:21 PM on 22 August 2017. The fire was stopped from spreading to more than 500 houses.

State of emergency was declared in Rostov Region with the federal level of response and tasks were set to provide all-round assistance to the affected people.

Over the past 24 hours: commissions continued assessing the damage, financial assistance was provided to the affected, investigation is underway.

More than 2,000 people and 230 units of equipment, with 9 aircraft among them, including more than 300 people and 70 units of equipment with 3 aircraft among them (Il-76, Be-200ChS planes and a Mi-8 helicopter) provided by the Russian Emergency Ministry, were involved in dealing with the fire.

Wildfires in Volgograd Region

Measures were taken since 23 August to 1 September 2017 in Volgograd Region to stabilize a complicated wildfire situation caused by adverse weather conditions (high temperature, gusty wind) and multiple arsons which increased the number of wildfires in 21 out of 38 municipalities.

The fires damaged 155 buildings in 14 settlements in 8 municipalities. There are victims.

Thanks to timely involvement of more than 6 thousand people and 2 thousand units of equipment, efficient actions of fire and rescue units and use of an aerial team of 7 aircraft, including Il-76 and Be-200ChS planes, the fires were stopped from spreading to houses, businesses and social infrastructure in 40 settlements in 15 municipalities.

Emergency Ministry’s aircraft made 61 flights, made 543 discharges, dropping 4 million 430 thousand liters of water. The fires were stopped from spreading to 3 settlements (915 houses).

5 children’s camps were closed as a precaution, more than a thousand children were delivered to their homes.

7 temporary shelters were deployed and housed more than 700 people. After the situation had stabilized all the evacuees returned to their homes.

State of emergency was declared in the Volgograd Region with the federal level of response and tasks were set to provide all-round assistance to the affected.

Over the past 24 hours: the wildfire situation was monitored, no wildfires were registered, commissions continued to assess the damage, financial aid was provided to the affected, investigation is ongoing.

An Emergency Ministry’s team of more than 1,220 people and 490 units of equipment is standing by to protect settlements, businesses and infrastructure from wildfires in case the situation gets worse.

Response to cyclone in Maritime Territory

2,514 detached houses and blocks of flats, including 2,414 houses with yards and 17 social facilities, were flooded, 45 sections of motorways were damaged, 4 parts of railways were eroded in 36 settlements in 6 municipalities (Ussuriysk Urban District, Khasansky, Nadezhdinskaya, Oktyabrsky, Khankaisky and Pogranichny Districts) on 7 August 2017 due to heavy rains. Power was partially cut off in 2,653 houses and 7 social facilities in 13 settlements. 11 settlements were cut off in 5 municipalities (Ussuriysk Urban District, Khasansky, Nadezhdinskaya and Pogranichny Districts). Nobody was hurt.

12 temporary shelters were deployed (capable of housing 990 people) and were housing 436 people.

A meeting of the working group of the Governmental Disaster Management and Fire Safety Commission headed by the Minister of Emergency Situations was held on 7 August 2017, federal executive authorities organized recovery operations, the sanitary situation is under control, water distribution centers were set up. Special care is taken of people with disabilities.

Repairs and relief operations were finished on 29 August 2017.

The affected people are getting compensations in accordance with orders of the RF Government of 14 August 2017 and 17 August 2017.
