Cyclones in Russia

A thundery front brought rains and wind gusting up to 20 m/s in Pskov, Tver and Smolensk Regions on 2 August 2017. There are victims.

In Pskov Region: power outages happened in 202 settlements (more than 2,700 houses, 5 social facilities (powered by backup power generators)) in 2 municipalities, more than 80 trees topped. Roofs were damaged on 4 houses and a children’s sports club.

In Tver Region: power outages happened in 176 settlements (more than 2,300 houses, 18 social facilities (powered by backup power generators)) in 5 municipalities.

In Smolensk Region: power outages happened in 36 settlements (219 houses, 12 social facilities (powered by backup power generators)) in 3 municipalities.

Emergency operations centers and task forces of Emergency Ministry’s directorates, repairs brigades, assessment commissions are working in cooperation with local governments and other emergency services. The population is being updated about repairs progress. Airmobile teams of the Emergency Ministry’s directorates are involved in the relief operations. All necessary preventive measures were taken in advance, the local governments were informed about the forecast.

As of 06:00 AM, 03 August 2017:

In Pskov Region: power supply was fully restored in Pustoshka District, 5 social facilities were connected to power supply in Sebezh District, operations are underway to restore power supply in 184 settlements, to saw and remove fallen trees and repair roofs on 4 houses.

In Tver Region: operations are ongoing to reestablish power in 5 districts, 171 settlements, 4 social facilities.

In Smolensk Region: operations are ongoing to restore power in 2 districts, 30 settlements.

According to the Russian Weather Service and All-Russian Monitoring and Forecasting Center Antistikhia, the thundery front is going to weaken and shift to the east and northeast to Volga and Northwestern areas on 3 August 2017 and will fade away by the end of the day.

More than 540 people and 170 units of equipment, including more than 11- people and 20 units of equipment provided by the Russian Emergency Ministry, are involved in the relief operations.

Emergency Situations over past 24 hours

Traffic accident in Dagestan

A traffic accident involving 2 cars happened at 3:00 PM on 2 August 2017 on a local road Babayurt – Khasavyurt in Babayurt District.

According to the Zashchita All-Russian Disaster Medicine Center there are victims.

37 people and 11 units of equipment, including 7 people and 2 units of equipment provided by the Russian Emergency Ministry, were involved in dealing with the accident.

Response to man-caused fires

Fire and rescue divisions have put out 259 fires, including 159 fires in residential blocks. 43 people have been affected, 32 of them have been saved.

Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Protection of settlements and businesses against wildfires

112 aircrafts, including 41 provided by the Russian Emergency Ministry (499 flights, 2,170 discharges, 19 million 88 thousand liters of water dropped) are working to protect settlements and businesses against wildfires, to monitor the situation, regroup forces. Ground and air teams have prevented the spread of fires to 2,892 settlements (32 settlements over the past 24 hours).

Over the past 24 hours:

74 aircraft, including 3 aircraft provided by the Russian Emergency Ministry, were used to regroup forces and monitor the situation;

An Emergency Ministry’s Beriyev Be-200ChS plane was deployed to fight wildfires in Sakha (Yakutia). It made 1 flight, 8 discharges dropping 96 thousand liters of water (prevented fires from spreading to the settlements of Vilyuisk, Vilyuisk District);

Emergency Ministry’s Beriyev Be-200ChS, Ilyushin Il-76 planes and 2 Mil Mi-8 helicopters were deployed to fight wildfires in Yamal-Nenets Autonomous Area. They made 10 flights, 125 discharges dropping 950 thousand liters of water (prevented fires from spreading to the settlements of Zelyony Yar, Priuralsky District and Kutopyugan, Nadym District);

An Emergency Ministry’s Kamov Ka-32 helicopter was deployed to fight wildfires in Krasnodar Territory. It made 1 flight, 2 discharges dropping 10 thousand liters of water (prevented fires from spreading to the settlement of Kabardinka, Gelendzhik Urban District).

The situation is under constant satellite and air monitoring, development of the most dangers fires is being modelled, UAVs are being actively used. Residential blocks and woods are being patrolled, the people are being kept updated on the situation and steps taken.

More than 21,240 people and 6,070 units of equipment provided by the Russian Emergency Ministry are involved in protecting settlements, businesses and infrastructure against wildfires. 

Accidents on waterways

Rescue units have been dispatched to respond to 22 accidents on waterways.

26 people have been affected, 13 of them were saved.

Response by bomb disposal divisions

Bomb disposal divisions have found and defused 258 explosive devices, including 3 aerial bombs.

Traffic accident response

Fire and rescue teams have been deployed 270 times to respond totraffic accidents.

363 people have been injured in road traffic accidents, 246 of them have been saved (extricated or saved from dangerous situations in other ways).

Situation at the facilities controlled by Paramilitary Mine Rescue Divisions

There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions. Paramedics of Paramilitary Mine Rescue Divisions have not been dispatched to the facilities.

Emergency psychological aid

Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 9 times. Psychological aid has been provided on 35 occasions.

Humanitarian operation in Serbia

A Mil Mi-8 helicopter owned by the Russian Ministry for Emergency Situations has flown from Myachkovo airfield to the airport of the town of Nis, Serbia to respond to large fires in Serbia and Southeastern Europe under the Agreement between the Russian and Serbian governments on creation of the Russian-Serbian Humanitarian Center, following the order of the Russian Government and to provide humanitarian aid to Serbia.

Earthquake in Bering Sea

A 4.5-magnitude earthquake happened at 12:05 AM on 3 August 2017 47 km deep underground, 92 km to the northeast of the town of Petropavlovsk-Kamchatsky.

Up to 3-magnitutde shakes were felt in Petropavlovsk-Kamchatsky. No complaints or appeals were received from citizens. Nobody was hurt. Social and residential buildings were checked, no damages were found.

Power outages and accidents at facilities of housing utilities

Over the past 24 hours there were a disruption of cold water supply in the town of Pyatigorsk, Stavropol Territory and a power outage in the town of Abaza, Khakassia.

All the disruptions were addressed to promptly, normal functioning of the society was not disturbed.
