Limited supply of cold water in Stavropol Territory
On 18 December 2016, cold water supply was limited in Fabrika District of Nevinnomyssk owing to low water level and ice brash in the Zelenchuk River, which prevented normal operation of the water supply point. Hot water and heat supply were not disrupted.
Emergency operations centers of the Emergency Ministry’s Stavropol Territory Directorate and Nevinnomyssk Administration, as well as task force of the Emergency Ministry’s Stavropol Territory Directorate are working in cooperation with the local government and emergency services.
Management bodies and forces of the Emergency Ministry’s Stavropol Territory Directorate are operating on high alert, Nevinnomyssk town section of the Stavropol Territory subsystem of the Single State Disaster Management System are under a state of emergency.
Water reserves of 2 tons each have been made at social facilities (boarding school No 23 and social rehabilitation center for minors).
Work has been organized to clear the water supply point and to build a dyke to make the Zelenchik river bed narrower to raise the water level.
OAO Vodokanal is delivering drinking and technical water and keeping the population updated.
As of 6 AM, 19 December 2016, the work to clear the water supply point and to build the dyke have been finished, the water level in the Zelenchuk river has risen, cold water supply has been restored on a standard scheme.
87 people and 21 units of equipment, including 35 people and 6 units of equipment provided by the Russian Emergency Ministry, were involved in the operations

Fire and rescue divisions have put out 471 fires, including 385 fires in residential blocks. 110 people have been affected, 67 of them have been saved.
Supervision bodies of the Emergencies Ministry Directorates for constituent territories of the Russian Federation are taking preventive measures to reduce the number of man-caused fires.

Rescue units have been dispatched to respond to 3 accidents on waterways.
8 people have been affected, 3 of them have been saved.

Bomb disposal divisions have found and defused 1 explosive device.
Traffic accident response
Fire and rescue teams have been deployed 258 times to respond totraffic accidents.
358 people have been injured in road traffic accidents, 202 of them have been saved.
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 5 times. Psychological aid has been provided on 17 occasions.
