Emergency Ministry Il-76 plane crash
An Ilyushin Il-76 plane (with 10 crew on board) owned by Emergency Ministry’s Avioation Rescue Company took off from the airport of the city of Irkutsk at 5:19 AM, 1 July 2016 for Kachug District, Irkutsk Region to extinguish a wildfire there. At 6:30 AM, the plane did not get into contact with the Search and Rescue Coordination Center of the Federal Air Transport Agency.
Emergency operations centers and task forces of the Siberian Regional Center and Irkutsk Region Directorate of the Emergency Ministry are operating. SAR operations are being carried out in cooperation with proper departments of the Federal Air Transport Agency, Avialesookhrana, Ministry of Defense, Ministry of Healthcare, Investigative Committee and Ministry of the Interior.
Two Emergency Ministry Il-76 planes have delivered to the emergency area a task force of the Emergency Ministry, rescuers of the Tsentrospas Team and Leader Center, as well as representatives of the Interstate Aviation Committee and the Investigative Committee.
There is a base camp with all necessary material resources in it in the settlement of Kachug. The SAR operations are being carried out by a ground team including the Siberian Regional SAR Team, Baikal SAR Team, the airmobile team of the Irkutsk Region Directorate of the Emergency Ministry, rescuers of the Tsentrospas Team and Leader Center using aircraft, UAVs and satellite monitoring system. The SAR operations are hindered by hard-to-reach area, heavy smoke and adverse weather conditions. The aviation team has examined a total of over 2,400 square km of the area.
The wreckage of the Il-76 plane were found during SAR operations at 2:30 AM, 3 July 2016, 9 km to the southeast of the settlement of Rybny Uyan, Kachug District.
The working group of the Governmental Disaster Management and Fire Safety Commission together with the chairmen of the Investigative Committee and the Interstate Aviation Committee are working at the emergency area. The Emergency Ministry National Crisis Management Center is coordinating all the actions.
Over the past 24 hours:
a meeting of the interagency operations center presided by the Minister of Emergency Situations has been held to discuss the situation and SAR operations;
rescuers of the Tsentrospas Team, Leader Center, Siberian Regional SAR Team, representatives of the Investigative Committee and the Interstate Aviation Committee have been delivered to the emergency area;
a temporary helipad has been arranged in vicinity to the crash site;
all-round help and support is being provided to the families of the crew, psychological aid has been provided on 27 occasions, the multichannel telephone hotline (8-395-239-99-99) has received 6 calls.
Operations planned for 4 July 2016:
The mitigation operations will be continued following all safety regulations;
Assistance will be provided to the Interstate Aviation Committee and the Investigative Committee to find out the reasons for the crash;
The families of the crew will get all-round support, psychological and necessary medical attention.
605 people and 58 units of equipment, with 17 aircraft among them, including 495 people and 39 units of equipment, with 11 aircraft among them are involved in SAR operations.
Emergency situations over past 24 hours
Traffic accident in Tuva Republic
A traffic accident involving a truck and a car happened at 07:10 PM, 10.03.2016 in Ulug-Khemsky District, 37 km to the west of the settlement of Shagonar, on 147th km of the local motorway between the city of Kyzyl and the settlement Teeli.
There are victims.
29 people and 9 units of equipment, including 8 people and 2 units of equipment provided by the Russian Emergency Ministry were involved in dealing with the accident.
Response to man-caused fires
Fire and rescue divisions have put out 283 fires, including 197 fires in residential blocks. 83 people have been affected, 77 of them have been saved.
Supervision bodies of the Emergencies Ministry Main Office for federal subjects are taking preventive measures to reduce the number of man-caused fires.
Accidents on water bodies
Rescue units have responded to 20 accidents on waterways.
21 people have been affected, 7 of them have been saved.
Response by bomb disposal divisions
Bomb disposal divisions have found and defused 294 explosive objects.
Traffic accident response
Fire and rescue teams have been deployed 319 times to respond totraffic accidents.
390 people have been injured in road traffic accidents, 238 of them have been saved.
Situation at the facilities controlled by Paramilitary Mine Rescue Divisions
There have been no accidents at the facilities controlled by Paramilitary Mine Rescue Divisions.
Paramedics of Paramilitary Mine Rescue Divisions have been dispatched to the facilities once.
Emergency psychological aid
Specialists of the Emergency Ministry psychological service have been involved in rendering emergency psychological aid to people affected by emergencies 6 times. Psychological aid has been provided on 45 occasions. The telephone hotline has received 6 calls.
