Leonid Anatolyevich Belyayev

Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, Internal Service Lieutenant-General

Leonid Belyayev was born on August 23, 1962, in Voronezh Region.

In 1987, he graduated from Ivanovo Fire Engineering School, in 1994 - from Higher Fire Engineering School of the USSR Interior Ministry, and in 2006 - from Saint-Petersburg State University, Candidate of Technical Sciences.

He was awarded: Order of Honor, Order of Friendship, Medal "For Labor Merit," Medal of the Class 2 Order "For Merit to the Fatherland," and other ministerial decorations.

From 1981 to 1983, he served in the Armed Forces in positions of privates and sergeants.

From 1984 to 1990, he served in the 13th subordinate paramilitary fire station of the 1st squad of the Paramilitary Fire Department of the Fire Department of the Interior Ministry's Main Office of the Leningrad Region Executive Committee in positions from a firefighter to the fire station head.

1990 - 1991 - Assistant Chief Fire Extinguishing Officer of the Duty Fire-Extinguishing Service of the Paramilitary Fire Department of the Fire Department of the Interior Ministry's Main Office of the Leningrad Region Executive Committee. 

1992 - 1994 - Senior Assistant Chief Fire Extinguishing Officer of the Duty Fire-Extinguishing Service of the Fire and Rescue Service of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

1995 - 1997 - Deputy Chief Fire Extinguishing Officer of the Duty Fire-Extinguishing Service of the Center of Management of Personnel and Equipment of the State Fire Service of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

1997 - 2000 - Head of the 2nd Unit of the Fire Department of the State Fire Service Department of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

2000 - 2001 - Deputy Head of Department - Head of the Service and Training Department of the State Fire Service Department of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

2001 - 2003 - Deputy Head of Department (for the organization of the activities of St. Petersburg units) of the State Fire Service Department of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

2003 - 2004 - Head of the State Fire Service Department of the St. Petersburg City and Leningrad Region Main Office of the Interior Ministry.

2005 - 2006 - St. Petersburg Chief State Fire Inspector of the Main St. Petersburg Office of the Russian Ministry for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.

2006 - 2015 - Head of the Main St. Petersburg Office of the Russian Ministry for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.

Since June 8, 2015 - Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.
