Igor Ivanovich Kobzev
Igor Kobzev – Major General of Internal Service
Mr. Kobzev was born on 29 October 1966 in the city of Voronezh.
He graduated from the Higher Military Aircraft Engineering School in Voronezh in 1988, The Voronezh State University in 2001, the Institute of Economics and Social Management in Voronezh in 2006, the Civil Defense Academy (professional training) in 2009, the Civil Defense Academy (professional training) in 2012.
From August 1988 to August 1989 he served as the Assistant of the Chief of Staff of 936th separate aircraft maintenance battalion in the Higher Military Aircraft School in Syzran.
From August 1989 to December 1999, Mr Kobzev served on various positions in personnel department of Syzran Pilot School in detached mobile mechanized brigade of the Russian Emergencies Ministry’s rescue center.
From August 2000 to December 2003 he served as the Head of the Civil Defence and Emergency Situations Office of Zheleznodorozhny District in Voronezh – Deputy Head of Civil Defense in the city of Voronezh.
From December 2003 to January 2005 he worked as the Assistant of the Head for Safety of Internal and Military Service in the Voronezh Civil Defense Directorate.
From January 2005 to January 2008 Mr. Kobzev worked as the Head of Personnel Management, Professional Training and Psychological Support Office.
From January 2008 to May 2010 he worked as the First Deputy Head of the Emergencies Ministry’s Voronezh Region Directorate.
From May 2010 to April 2016 he worked as the Head of the Emergencies Ministry’s Voronezh Region Directorate.
From April 2016 to August 2017 he worked as the First Deputy Head of CentralRegionalCenter of the Emergencies Ministry.
Since August 2017 he has been working as the Director of Personnel Policy of the Emergencies Ministry.
Participation in response to major emergencies and socially-important accidents:
1995 – took part in armed conflict in Chechnya as a part of the Emergencies Ministry’s territorial directorate.
2008 – took part in dispatching humanitarian convoy to South Ossetia during Georgian-Ossetian conflict.
2009 – Lead mitigation of the major fire at Yantar Company production facility that could contaminate surrounding residential areas with ammonia.
Lead response to fire at a pyrotechnics storage at Krasnoznamyonnaya Street in Voronezh.
Lead unique rescue operation to rescue a pilot of a two-seater one-engined plane that crashed and hanged on powerlines in Repyovka District, Voronezh Region.
2010 – lead mitigation of traffic jams caused by heavy snowfalls on the M-4 Don Federal Motoray (Voronezh Region); lead operation to take out major wildfires in Voronezh Region.
2011 – took part in mitigation of Antonov An-148 airplane crash with foreign citizens on board (Belgorod Region).
2012 – lead rescue operation and mitigation of an emergency, caused by an explosion of a tank, filled with liquefied gas.
2013 – lead mitigation of spring flood in Ramon, Semiluki, Novaya Usman municipalities and Voronezh Urban Area; took part in mitigation of flood in Far East as a part of the Emergencies Ministry’s task group.
2014 – lead an operation to accept refugees from Ukraine to Voronezh Region.
2015 – lead a rescue operation and mitigation of an accident caused by depressurization and discharge of ammonia in Ternovka District, Voronezh Region.
2016 – lead a relief operation at Mil Mi-8 crash site in Moscow Region.
2016 – lead an operation to mitigate gas explosion in houses in Ryazan, Yaroslavl, Moscow Region and Udmurtiya; lead an recovery operation and search for people at Modern furniture factory in Moscow Region;
2017 – lead repair operations after cyclone bringing ice pellets in Moscow Region.
2018 – took part in response to air disaster featuring Antonov An-148 jet in Moscow Region; took part in ensuring safety of 2018 FIFA World Cup Russia.
Mr. Kobzev is decorated with state and departmental awards.
He is married and raises 4 children.
