Aksenov Vladlen Vladimirovich
Deputy Minister for Civil Defense, Emergency Situations and Disaster Relief.
Mr. Aksenov was born on 15 August 1971 in the city of Novokuznetsk, Kemerovo Region. He has higher education. He graduated from the Siberian State Mining Academy in 1997. In 2013 he graduated from the Lomonosov’s Moscow State Univesity.
1989-1991 – undertook the military service as a conscript in the Soviet Army.
1991-2005 – worked on different positions in Paramilitary Mine Rescue Divisions of Kuzbass.
2005-2008 – worked as the commander of the “Separate Paramilitary Mine Rescue Unit of Urals” assigned to the branch of the Central Headquarters of the Paramilitary Mine Rescue Divisions of the Russian Ministry of Energy
2008-2010 – worked as the Deputy General Director of the Operation of the Federal State Unitary Enterprise “Paramilitary Mine Rescue Divisions”.
2010-2016 – worked as the Deputy Head of the Paramilitary Mine Rescue Divisions Department.
Since April 2016 he has been appointed to the position of the Deputy Director of the Fire and Rescue Forces and Special Units Department of the Russian Emergencies Ministry.
By Order No.47 of the President of the Russian Federation from 2 February 2017, he has been appointed to the position of the Deputy Minister for Civil Defense, Emergency Situations and Disaster Relief.
He is a chevalier of the Miner’s Glory Order. He was awarded medal of Kemerovo Region “For Honor and Courage”, “For Merits” badge of the Russian Emergencies Ministry, medals of the Russian Emergencies Ministry, such as “For Propaganda of Rescue Work”, “Marshal Vasily Chuykov”, “XXV Years to the Russian Emergencies Ministry”, and the II class medal of the Order “For Merit to the Fatherland”.
Mr. Aksenov is the III class Full State Councillor of the Russian Federation. He has PhD in Engineering Sciences.
