Baryshev Pavel Fyodorovich

Mr. Baryshev was born on 15 June 1959 in the town of Kineshma, Ivanovo Region. He has higher education (Moscow Higher Military Academy of Road and Engineer Troops, Civil Defence Department of the Kuybyshev’s Military Engineering Academy)

1980 – 1986 – served in the military on officer personnel positions.

1986 – 1988 – student in the Kuybyshev’s  Military Engineering Academy.

1988 – 1994 – appointed to a position of the Head of Operations Department – Deputy Chief of Staff of Yaroslavl’s Civil Defence.

1994 – 1997 – appointed to a position of the Head for Civil Defence and Emergency Situations – Deputy Head of the Civil Defence of Yaroslavl.

1997 – 2002 – takes a position of the Head for Civil Defence and Emergency Situations – Deputy Head of the Civil Defence of Yaroslavl.

2002 – 2013 – the Head of the Yaroslavl Region Directorate of the Russian Emergencies Ministry.

Since March 2013 – appointed to a position of the Head of the Civil Defence Academy of the Russian Ministry for Civil Defense, Emergency Situations and Disaster Relief.

By Order of the President of the Russian Federation from 2 February 2017, Mr.Baryshev has been appointed to the position of the Deputy Minister for Civil Defense, Emergency Situations and Disaster Relief.

He has following awards: “For Impeccable Service” of the III class, “For Merits on the Military Service” of the second class, “For Merits on the Military Service” of the first class, “Veteran of the Military Service”, “For Valour” cross, “XX Years to the Russian Emergencies Ministry”, “For Hard Work for Yaroslavl” of the II class, “For Merit to the Fatherland” of the second and first classes, “For Cooperation in the Name of Rescue”.
