Puchkov Vladimir Andreevich
Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters
Mr. Puchkov was born on 1 January 1959 in the settlement of Novinka, Zhirnovsk District, Vologda Region. He is the Lieutenant General in the reserve, as well as the Candidate of the Engineering Sciences.
Mr. Puchkov graduated the Military Engineering Academy with honors in 1979, the Kuybyshev’s Military Engineering Academy with honors in 1988, the postgraduate studies of the Academy in 1991, the Highest courses of the General staff Academy of the Russian Federation´s Armed Forces in preparation of Officers for Defense and Protection of the Russian Federation in 1995, as well as the Russian Presidential Academy of National Economy and Public Administration in 2000.
Mr. Puchkov defended a dissertation on problems of increasing of efficiency of recovery and rescue operation in urban areas in 2002. He wrote more than 95 learned works, also he has 2 inventor’s certificates.
Mr. Puchkov started his career as the Senior Officer of the town of Kungur in Perm Region, where he worked from 1983 to 1986, and climbed his way up to the position of the Director of the Civil Defense Department of the Emergencies Ministry, where he worked from 2003 to 2006.
From 2006 to 2007 – Mr. Puchkov takes position of the Head of the NorthwesternRegionalCenter of the Emergencies Ministry.
From 2007 to 2012 – Mr. Puchkov is the Secretary of State of the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.
Since May 2012 up to the present – Mr. Puchkov is the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.
Mr. Puchkov more than once participated in the mitigation of large-scale emergencies, disasters and large-scale fires. He organized the rescue operations during the mitigation of the earthquake in Armenia in 1988. He participated in the International Humanitarian operation to provide help to the population of Yugoslavia in 1999, as well as humanitarian operations to protect the population of the ChechenRepublic in 1998 and 2000. Mr. Puchkov headed the mitigation of the fire in OstankinoTower in Moscow in 2000, participated in the mitigation of Georgian-South Ossetian armed conflict in 2008. He provided protection of the settlements and important economical facilities against wildfires. Mr. Puchkov coordinated the rescue operations during the railway and air disasters, large-scale traffic accidents, floods, participated in the mitigation of earthquakes in several regions of Russia, as well as other humanitarian and rescue operations and measures to provide protection of the population in the emergency zones and large-scale fires.
Mr. Puchkov organized the lawmaking activity in the Emergencies Ministry from 2007 to 2012. He participated in the preparation of several Federal Laws, including the law FZ-123 on “Technical regulations for fire safety”, FZ-100 on “Volunteer Fire Guard” and many other legal acts of the Emergencies Ministry.
Mr. Puchkov was awarded the Order for Courage, the Order of Courage, the Order of Friendship, the Order of Alexander Nevsky, the 2nd class of the Order “For Merit to the Fatherland, as well as other departmental medals and awards.
Mr. Puchkov is the Acting 1st class State Counselor of the Russian Federation.
He is married and has four children.
