Andrei Vladimirovich Lutoshkin

Mr. Lutoshkin was born on 7 November 1967 in the town of Slobosky, Kirov Region.

In 1989 he graduated from the Proshlyakov Higher Military Engineering School, in 2005 he graduated the Russian Presidential Academy of National Economy and Public Administration.

From 1989 to 1992 he serves in the pontoon-bridge Regiment of the 1st Guard Tank Army of the Group of Soviet Forces in Germany.

From 1992 to 1994 he serves in the pontoon-bridge brigade of the North-Caucasian Military District.

In 1998 he underwent advanced training in the Civil Defence Academy of the Emergencies Ministry.

From 1995 to 1999 Mr. Lutoshkin serves in the 125th Special Center of the Emergencies Ministry.

Since 1999 he serves in the Department for the Organization of Engineering Protection of the Population and Territories in the Civil Defence Department.

From 2001 to 2004 Mr. Lutoshkin takes the position of the Deputy Head of the Department for the Organization of Engineering Protection of the Population and Territories in the Civil Defence Department, and from 2004 to 2007 he works as the Deputy Head of the Development Department.

In 2003 he underwent retraining in the State University of Higher School of Economics.

From 2007 to 2008 he heads the Development Department in the Civil Defence Department of the Emergencies Ministry.

From 2008 to 2013 he serves as the Deputy Head of the Radiation Disaster Mitigation Management of the Russian Emergencies Ministry, as well as the Deputy Head of the Program Planning Management of the Emergencies Ministry.

From 2013 to 2014 Mr. Lutoshkin serves in the Secretary’s Office of the Emergencies Minister.

Since 2014 is the Deputy Head of the Central Regional Center of the Emergencies Ministry of Russia.

Since April 2016 Mr. Lutoshkin is the Director of the Civil Defence Department of the Emergencies Ministry.

He is decorated by the departmental awards. Married, has a daughter.
