All constituent entities that will host the 2018 FIFA World Cup will announce a high alert status from 25 May to 25 July. The status will regard territorial SSDMS sub-systems (forces and equipment of all services in the region). This and other decisions were taken during a meeting of the Governmental Fire Safety and Disaster Management Commission (the Commission), which has been held on 25 April 2018. Additional measures to provide security and fire safety during 2018 FIFA World Cup were discussed.
The Commission also recommended host-regions to enact a special fire fighting regime. By law, the regime may be enacted by the executive authorities of a constituent entity (in accordance with Article 30 of the Federal law No.69-FZ “On fire safety” of 21 December 1994). The regime provides strict prohibitions and measures. In particular, it prohibits dry grass burning, making fireplaces on all kinds of plots of land, and in case of adverse forest fire situation – full prohibition to visit forests.
State and local authorities control fulfillment of the special regime.
Administrative responsibility is provided for violation of the special fire fighting regime. In accordance with Part 2, Article 20.4 of the Administrative Violations Code of the Russian Federation, fire safety violations are fined with:
for citizens – from 2,000 to 4,000 rubles;
for officials – from 15,000 to 30,000 rubles;
for entrepreneurs, that work without formation of legal entities – from 30,000 to 40,000 rubles;
for legal entities – from 200,000 to 400,000 rubles.
