The Russian Emergency Ministry is taking a number of steps to reveal unlawful use of special light and sound signals, coloring and symbols on vehicles. A month for preventing such violations has been declared.
Vehicles using special signals, coloring and symbols are given priority on the roads, while drivers assigned to the vehicles get additional training. Their speed and efficiency defines quick arrival of response crews to an accident scene.
Services protecting lives and health of citizens who have the right to use signals to get priority on the roads are enumerated in the Presidential Decree of 19 May 2012 “On ordering the use of devices to give special light and sound signals equipped on vehicles”. The Decree also bans their improper use.
Different rescue crews that are not part of the Emergency Ministry and do not respond to accidents have been lately abusing the priority on the roads. This not only poses threat to safe traffic, but sabotages the postulate that only vehicles of emergency services must be equipped with special signals.
Minister for Emergency Situations Vladimir Puchkov ordered strict control over issue and distribution of special signals, coloring and symbols. He demanded that the law was strictly followed and response taken if violations revealed. Equipping special signals, coloring and symbols on a vehicle without a proper permit is a violation punishable under the RF Administrative Offences Code.
Employees of the Emergency Ministry in cooperation with the police are taking a number of preventive steps, namely, raids to organize control over legality of the use of special signals giving priority to vehicles of emergency services.
Additionally, there is a special “road map” to handle this problem. The Emergency Ministry has the authority to define the number of vehicles equipped with special signals, coloring and symbols in different response divisions independent of their subordination and entity. Initial control over their number is going to be imposed during a pre-certification inspection. The data received will be used to provide a mechanism for cooperation with the Interior Ministry in order to reveal unlawful use of special signals, coloring and symbols on vehicles in different response divisions, including that reported by citizens.
The set of steps will allow in the first place ensuring safe movement of vehicles of emergency services, quick arrival of specialists to an accident scene and observing the laws of the Russian Federation.
