A meeting of the board and military council of Emergency Ministry’s rescue military divisions has been held today at the National Crisis Management Center chaired by Minister for Emergency Situations Vladimir Puchkov.

One of the important subjects on the agenda was fire safety state services provided online. The Emergency Ministry has an algorithm of five services, four of which are provided online and one via the multifunction state and municipal services center.

More than 16 thousand fire safety state services have been provided over 11 months alone: more than 4 thousand licenses were issued, more than 1 thousand special technical conditions were agreed on, more than 10 thousand copies of independent fire risk assessment reports were admitted.

Considering the state importance of these services, the Emergency Ministry monitors constantly the quickly changing legal framework. Amendments have been made into the federal law “On Fire Safety” giving the Emergency Ministry the power to make a minimum list of equipment needed to license firefighting systems mounting, the administrative regulations for admitting and registering notices that a legal entity or a sole proprietor started producing fire and technical products have been worked out and approved as part of implementing the order of the Russian President.

At the same time, to lift excessive administrative and financial burden on both business entities and owners of buildings, amendments have been made to the order of the Russian Government cancelling licensing of installing and repairing stoves, fireplaces, chimneys and other heat generators, which eliminate barriers for organizations servicing chimneys and air ducts powered by gas equipment. Amendments aimed at greater transparency and openness or relationship between employees of Ministry’s territorial offices and complainants have been made to administrative licensing regulations and procedure of pre-trial appeal has been improved.

The officials also noted that over the past 5 years the Emergency Ministry had been informatizing provision of state services.

There is interagency online cooperation with the Federal Treasury, Federal Tax Service, Federal Bailiffs Service, Rosobrnadzor (federal education inspectorate), Rosalkogolregulirovaniye (federal alcohol market regulation service), Health Ministry, Rostransnadzor (federal transport inspectorate) and regional state authorities.

There are more than 2 thousand employees in Emergency Ministry’s territorial offices. More than 25 thousand interagency requests are processed each year.

The Emergency Ministry’s website has services helping legal services to look for activities subject to licensing, to file an online declaration, to monitor quality of state services provided. All proposals on improving the work are considered.

At the same time, new forms and methods of work of state authorities are being actively introduced and a state services and interagency cooperation department has been created at the Emergency Ministry’s National Crisis Management Center. This will help to provide state services and functions online via the website of state services, implement international electronic cooperation with concerned federal and regional executive authorities.
