Deputy Emergencies Minister Sergei Kadadov: “All inspections, carried out by Ministry, to be shifted to risk-oriented approach since 2018”

The Deputy Emergencies Minister Sergei Kadadov has announced that all inspections to be shifted to risk-oriented approach since 2018 during the joint public hearing on law-enforcement policy of state inspections by Emergencies Ministry, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) and the Federal Tax Service of Russia, which has been held in the Government of Samara Region.

The Minister of the Open Government Mikhail Abyzov, the Acting Governor of Samara Region Dmitry Azarov, representatives of the Russian Emergencies Ministry, heads of territorial bodies of all 12 supervisory agencies that participate in the federal program for reforming of inspection system, as well as representatives of the businesses and organizations took part in the public hearing.

Since beginning of this year, the Russian Emergencies Ministry significantly decreased administrative burden for businesses: fire safety inspections were replaced by risk-oriented approach. According to Sergei Kadadov, all types of inspections, carried out by the Ministry, will be shifted to risk oriented approach since 2018.

“We are shifting from the total control to the risk-oriented approach. As of today, we have categorized all facilities by their risks and hazards. Critical and hazardous facilities that can create secondary threats for the nearby population and staff of these facilities, still will be protected by the Ministry. Educational, social and healthcare facilities with large number of people are the example of such facilities”, said the Deputy Minister.

Now there are 30% less administrative infractions issued by the Ministry, while the number of issued warning is 45%. Inspections were replaced by preventive efforts.

Mikhail Abyzov considers the Emergencies Ministry’s experience in this field as a good practice: inspectors invite representatives of Opora Rossii organization, small and medium businesses are no longer being inspected. There are fewer accidents now, while the level of protection constantly rises. Additionally, the Emergencies Ministry completely reviewed fire safety requirements and summarized them into a single regulation. All these efforts are still needed to be done by other supervisory agencies.

Mr. Kadadov stressed that prevention of accidents is based on open and public dialog between the inspectors and inspectees, when both sides consider each others positions.

This kind of cooperation leads to full understanding of both sides in inspected matters and provides feedback with businesses”, concluded Sergei Kadadov.

On 21 February 2017 the project committee for strategic development of the Russian Federation “Reform of supervisory activities” approved passport for prioritized project in the Emergencies Ministry.

The main objective of the project is to develop new approaches to interaction of the state and businesses, create systems for efficient and successful control, based on partner-like relations with entrepreneurs, decrease the number of people, killed and injured in accidents, as well as damage to property.

Public hearings are held every quarter on the federal and regional levels within prioritized program for reforming of supervisory activities.
