The Russian Emergencies Minister declared this during the on-site meeting of the Governmental Emergency Response and Fire Safety Commission and the Emergency Response Commission of Mordovia.
The President of the Russian Federation Vladimir Putin has signed the Decree “On approval of State policy of the Russian Fedeartion in Civil Defense by 2030” at the end of 2016.
The Emergencies Ministry in cooperation with other interested agencies have done lots of efforts to implement new approaches to organizing and maintaining civil defense and improving its potential. Managing bodies and personnel of civil defense forces have been showing capabilities in mitigation of major emergencies and fires. Fire and rescue divisions daily take out fires, conduct complex rescue operations, engage in demining and practical aid to the people in need, as well as improve professional training and technical capabilities.
The state policy takes into account regulations of the Russian Constitution, federal laws, the Strategy of the National Security of the Russian Federation, documents that define strategic planning in national security and acting legal documents.
Vladimir Puchkov set the heads of local governments to put forward proposals on civil defense system improvements, considering peculiarities of constituent entities’ territories.
“Potential for improving is immense, legal framework is ready, but the system needs to be adapted to every single settlement”, concluded Mr. Puchkov.
Protection of settlements and facilities during 2018 FIFA World Cup was also discussed during the meeting.
“All residents of the region must be provided comfortable living and high security during the World Cup”, said the Minister. “Provide aid to every single citizen”.
He also added that preventive and compensative efforts must be planned and carried out during the World Cup, considering natural risks during summer time and changing weather conditions.
Football matches in Saransk will be held on 16, 19, 25, 28 June 2018.
All the matches will be held at Mordovia-Arena Stadium. As of now, the Stadium is being built. The Stadium will have seats for 45,000 people. The stands will be partially disassembled and replaced by businesses and sports facilities upon ending of the World Cup, leaving 30,000 seats. The exterior of the arena will be decorated with half-transparent mounted perforated panels of bright-yellow color. The Stadium’s height is 50 meters, while the overall area, occupied by the Stadium is 122,137.74 square meters.
The stands are divided into 4 sectors and subsectors, featuring sectors for VIP and President boxes. Every sector will have its own entrances, evacuation routes, canteens, medical stations and bathrooms, including facilities for people with disabilities. The stands will also have seats for people with disabilities and their attendants, as well as seats for people with hearing impediments, located right in front of the score-board and video-screens.
There will be sectors for fans of the guest teams, separated from other sectors with own entrances, buffets, medical facilities and bathrooms.
The design also features special family sectors with playing rooms for children.
Special sectors for media representatives, hall for press-conferences, mixed zone for press and athletes, TV/radio-reporters are also designed in the Stadium’s layout
