A meeting headed by the Russian Emergencies Minister Vladimir Puchkov, dedicated to conclusion of results of the All-Russian Head-quarter Drill for mitigation of floods and wildfires has taken place today in the Russian Emergencies Ministry. More than 1.5 million people in duration of three days participated in mitigation of simulated emergencies.
The Russian Emergencies Minister Vladimir Puchkov highly praised preparedness of personnel and equipment of the Single State Disaster Management System that took place in the drill.
“Main goals and objectives of all stages are fully completed. Federal executive authorities, services and agencies worked at their full capacity. All constituents of Russia did their best to complete their tasks considering peculiarities of the regions and forecast of the situation development. All objectives set to us were complete”, said Puchkov. According to him, personnel and equipment of the SSDMS received experience of joint operations in adverse conditions, recreated by the drill scenario.
“The drill has showed us importance and necessity of such events on the all-Russian level, importance of such drills for protection of the population and territories against modern emergencies. The drill also showed us that it is necessary to strengthen cooperation between the federal center and constituent territories of Russia, further development of systems for monitoring and forecasting of emergencies, fires and other disasters, as well as aid provision to the population”, said the Minister.
The Minister also noted that organizing of management of the state companies and organizations were trained during the drill, and results of the drill will be used to prepare resolution on strengthening potential and management bodies, firefighters, rescue and other divisions of state corporations.
Not only Emergencies Ministry was involved into the drill, but also employees of the Russian Forestry Agency, Aerial Forest Protection Service, fire departments of the constituents of Russia, tenants and farmers, specialized forest fire departments, volunteer firefighters and other structures of the SSDMS, who can be engaged into mitigation of floods and wildfires.
Lots of preventive efforts in fire safety in nature were carried out in the Siberian Federal District, where joint patrols of specialized groups of the Russian Emergencies Ministry, police, forestry service, volunteers and administration are carried out every year. The main objective of such patrols is to inform population, patrol territories, detection and immediate mitigation of new forest and wildfires near the settlements. Thanks to patrols, the number of illegal fireplaces and illegal lumbering places is significantly increased. The Forest Watch system purposed for video surveillance in the forest laying within city boundaries is also being introduced.
Aircraft and unmanned aerial vehicles were also used to monitor wildfire and flood situation during the drill. Additionally, in Sakhalin Region, Kamchatka and KrasnodarTerritories and other constituents of the Russian Federation the aircraft delivered personnel and equipment to the emergency areas. Rescuers deployed from helicopters. Bambi-buckets attached to helicopters put out fire sources. 30 units of aircraft, including Ilyushin Il-76, Beriev Be-200ChS planes and Mil Mi-8, Kamov Ka-32 and Mil Mi-26 helicopters were used in the drill.
Actual preventive measures aimed at protection of settlements, businesses and social infrastructure against wildifres were carried out in several regions. These measures include clearing out and widening of forest glades near powerlines, creation of anti-fire barriers and mineralized stripes around settlements and businesses, as well as preventive measures against fires along motorways.
Also specialized firefighting vessels, ice-breaker boats of the specialized fire and rescue divisions of the Russian Emergencies Ministry, as well as airmobile group consisting of 13,500 people were involved into the drill. Airmobile units were involved into initial parts of the drills, as they are specialized to mitigate 6 main kinds of emergencies: floods, wildfires, major traffic accidents, collapse of buildings, man-made fires and emergencies, featuring chemical, bacteriological, radioactive contamination. Firefighting trains of the Russian Railways mitigated fires in the settlements. Temporary shelters were also deployed during the drills.
In order to provide efficient response to wildfires and emergencies provoked by them, the Emergencies Ministry uses monitoring from space and modern IT-technologies. At least 4 times a day, satellites send and process information about fire situation all over the country. After 40 minutes information has been received and processed, it is referred to the territorial branches of the Russian Emergencis Ministry and heads of municipal units. The information is also being referred to the governors and plenipotentiaries of the President in the Federal Districts.
The All-Russian drill allows assessing actuality of plans on interdepartmental cooperation and involved personnel and equipment, developed by the Russian Federation constituents. The Head-quarter drill also boosts preparedness of management bodies, personnel and equipment involved into mitigation of emergencies natural disasters, protection of settlements and infrastructure against listed emergencies, as well as conduct preventive measures against floods. Current approaches to protection of the population are being improved, as well as stable functioning of businesses in emergencies related with floods and fires.
Vladimir Puchkov expressed his gratitude to heads of municipal units and Emergency Response Commissions that did their best during the drill.
“The drill showed importance, necessity and close adherence to all decisions made by regional heads. I want you to look into the drill closely and find out all problems, include them into plans in increasing preparedness of management bodies in 2018”, said the Minister.
The minister ordered to prepare detailed analysis of actions of the SSDMS’s management bodies and personnel, while the National Crisis Management Center was ordered preparing joint report on results of the drill to the Security Council of the Russian Federation.
