Minister of Emergency Situations Vladimir Puchkov has held today a meeting of the Governmental Disaster Management and Fire Safety Commission in Arkhangelsk Region to discuss preparedness of the region to respond to possible emergency situations caused by spring floods. The meeting was attended by representatives of the Governmental Commission and territorial subsystem of the SSDMS (Single State Disaster Management System).
The Minister ordered that all systems providing normal functioning of the society be checked.
“Essential camps should be deployed in advance and the whole infrastructure: schools, hospitals and shops should be functioning,” Mr. Puchkov said. “It is important that ice roads keep on working safely.”
He also ordered that the Arkhangelsk Region airmobile team should be ready to respond to accidents: “All dangerous sections of rivers should be watched closely,” the Minister said.
He added that special care should be taken of the car bridge in the town of Kotlas, Arkhangelsk Region.
“We have early spring almost in all the regions. Our task is to minimize the damage caused by floods, respond immediately to floods and to help each affected person,” Mr. Puchkov said.
In the second half of March Arkhangelsk and neighboring regions experienced anomalous weather conditions with temperature 7-8 degrees higher than normal. All rivers are still frozen, but the ice started cracking a month earlier due to warmer temperature. Some of the rivers such as the Nizhnyaya Sukhonya, Malaya and Northern Dvina, upper Shaga are expected to get the ice on them broken 10-15 April which is 5-10 days earlier than usual.
