The FSBI "All-Russian civil defense and emergencies research institute of Emergency Control Ministry of Russia" (federal science and high technology center)
The all-union civil-defense research institute at present called the Federal State Budgetary Institution "All-russian civil defense and emergencies research institute" of Emergency Control Ministry of Russia (federal science and high technology center) was created on December 1, 1976 by the decree of the Central Committee of the Communist Party of the Soviet Union and the Council of the Ministers of the USSR of March 18, 1976 for purposes of conducting scientific research based on the problems of enhancement sustainability of national economy functioning during wartime.
In accordance with the decree of the Government of the Russian Federation of December 29, 1992 #968 the FSBI VNII GOChS (FC) is a parent scientific organization of Emergency Control Ministry of Russia on problems of civil defence, emergency prevention, and its response.
In 2002 the status of federal science and high technology center was given to VNII GOChS (decree of the Government of the Russian Federation of August 20, 2002 #619).
The Government of the Russian Federation is the founder of the institute. Emergency Control Ministry of Russia exercises the authorities of founder.

The Technical Standardization Committee "Civil defence, emergency prevention, and response" (ТК 71) and the International Standardization committee of TK ISO 223 "Civil protection" work on basis of the institute.
In the framework of the Partial open agreement on forecasting, prevention, and aid delivery in case of natural and technogenic catastrophes the European centre of new natural and technogenic catastrophe risk management technologies functions on basis of an institute.
The Russian department of Russian-Belarusian information centre for overcoming consequences of Chernobyl disaster (RD RBIC) works on basis of an institute.
The institute is a basic scientific organization of the CIS state parties in the field of science and high technologies on population and territory protection against natural and technogenic emergencies.
In accordance with the Charter the institute was created for purposes of public scientific-technical policy implementation, scientific-technical problems studying and problem-solving, informational and methodological support, and education activities in the field of civil defence and population and territories protection against emergencies of natural and technogenic character.
The following are main kinds of the institute activities considering purposes of its creation:
- Research studies coordination in the Russian Federation for the purpose of conducting single scientific-technical policy in the field of Civil Defense and population and territories protection against emergencies of natural and technogenic character;
- Organizing and conducting of applied scientific research, experimental developments and experimental design works;
- Implementation of author support introduction of institute developments, participation in industrial engineering of technical facilities, copying and dissemination of technologies;
- Participation as prescribed in work of international and national technical authorities on standardization in the field of Civil Defense and population and territories protection against emergencies of natural and technogenic character;
- Implementation of education activities on programmes of postgraduate and vocational education in the field of Civil Defense and population and territories protection against emergencies of natural and technogenic character;
- Implementation of editorial and printing activity for Emergency Control Ministry of Russia;
- Multimedia production in the interests of Emergency Control Ministry of Russia;
- Participation in organization of international, all-russian and regional conferences, consultations, symposia, exhibitions in the field of Civil Defense and population and territories protection against emergencies of natural and technogenic character.
In accordance with these directions the institute annually executes more than 150 research and development and experiment-constructor works in order of Emergency Control Ministry of Russia.
Annually more than 150 scientific articles are published by the employees in peer-reviewed journals and approximately 100 are published in other periodicals, magazines, collections.
Doctoral School of FSBI VNII GOChS (FS) performs academic staff training in programms 20.02.24 "Civil Defense. Local Defense" and 05.26.02 "Safety in Emergencies".
The doctor board of the institute accepts doctoral and candidates' theses on the above specialities for protection.

Akimov Valeriy Aleksandrovich, the head of the Federal State Budgetary Institution "All-Russian civil defense and emergencies research institute of Emergency Control Ministry of Russia" (federal science and high technology center) (FSBI VNII GOChS (FTS), the major general of reserve, the doctor of engineering sciences, the professor, the honored worker of science of the Russian Federation, born in 1961, is a leading scientist of i nterdisciplinary research and creation of the analysis methodology and management of emergencies risk of natural and technogenic character.
The author of more than 350 scientific studies, including more than 30 monographs and 15 textbooks.
In 1983 he graduated Military engineering-space academy named after A. F. Mozhaisky with qualification in "Mathematical security of ACS", and in 1999 Russian academy of civil service under the President of the Russian Federation in "Public administration and national security".
Since 1994 he had been in military service in various scientific positions in organizations of Emergency Control Ministry of Russia. In 1994-1995 he was a deputy chief of the Academy of civil defence science-research division of Emergency Control Ministry of Russia. From 1995 to 2001 he was the head of the science-research department, the deputy head on scientific work of the All-Russian civil defense and emergencies research institute of Emergency Control Ministry of Russia.
These years Akimov V. A. took active part in creation and development of the state monitoring and emergency forecasting system for introduction of which the prize of the Government of the Russian Federation in the field of science and technology was awarded to him in 1999.
Prize of Emergency Control Ministry of Russia for scientific and technical developments was awarded to Akimov V.A. in 2000 for the complex of research and development work in creation of unified systems of operation-dispatcher management in emergencies.
In 2002 – 2008 he was the chief of the strategic civil defence research Centre of Emergency Control Ministry of Russia. In this time the Centre has become the leading scientific organization in the Russian Federation across resolution of strategic problems of civil defence development, protection of population and territories against emergencies, analysis of disaster and natural disaster risk, shaping culture of safety of population's vital activity, sociology, and history of crises and disasters.
Since 2008 V. A. Akimov is the head of FSBI VNII GOChS (FC).
Under scientific supervision of Akimov V.A. basic and priority directions of scientific-technical policy of Emergency Control Ministry of Russia are being implemented, namely: development of a general theory of security and applied methods of analysis and emergency risk management; scientific-methodological cover of public policy in the field of civil defence and protection of population against disasters and natural disasters; scientific-practical provision of legislative, legal and normative regulation in spheres of responsibility of Emergency Control Ministry of Russia; scientific-methodological provision of formation of vital activity safety culture.
Scientific school on development of theoretical bases and applied methods of research of crises and disasters of a modern civilization was created by Akimov V.A. and it is well-known in the country and abroad as well. The main results of these studies are published in monographs, scientific-methodological papers, the leading peer-reviewed scientific journals and received a high assessment of the international scientific community. Under direct supervision of Mr.Akimov more than twenty international scientific-practical conferences on problems of research of risks in political, economic, social sphere, scientific-technical sphere, and nature-technogenic sphere were prepared and held.
Technologies and technical facilities developed under supervision of Akimov V.A. repeatedly received prizes and diplomas at various domestic and international exhibitions and salons.
Akimov V.A. takes active part in pedagogical activity. In 2002 basic department "Natural and technogenic safety and risk management" of Russian Emergency Control Ministry was created by him at MSATU – RSUT named after K.E. Tsiolkovskiy, where the qualified specialists with higher education on the speciality "Safety of vital activity in technology sphere" and scientific personnel of the highest qualification in the speciality "Safety in emergencies" are trained.
Akimov V.A. is the existing member of a number of international and national scientific academies, the Chairman of the Main Consctructor Council AIUS RSCHS, the vice-president of the Russian Scientific Risk Analysis society, the chief editor of an international scientific and practical magazine "Emergencies: Education and science», the member of editorial staff of science journals "Problem of risk analysis", "Risk management", «Problem of security and emergencies», «Citizen Safety Technologies», «Science and education technologies of emergency prevention and response», member of scientific councils of Russian Security Council, Military Industrial Comission under the RF Government, JSC Gazprom, and EMERCOM of Russia, deputy chairman of the Expert council of EMERCOM of Russia, the chairman of the thesis council at the Federal State Budgetary Institution of VNII GOCHS (FC), the member of the thesis council of Russian AGZ of EMERCOM.
Akimov V.A. was awarded with state awards of the Russian Federation and department awards by the Emergency Control Ministry of Russia, Russian Ministry of Defence, the Interior Ministry of Russia, and Emergency Control Ministries of Belarus, Kazakhstan, and Kyrgyzstan.
