National Crisis Management Centre

In accordance with the Order No.259 of the State Committee of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters of July 16, 1993 "On primary measures for establishment of the Control Center of the Emergencies Committee" the 151st Information Center (military unit No.11501).

By the Directive No.22-300-16 from 1 March 1994, the 151st Information Center (military unit No.11501) was reorganized into 151st Control Center (military unit No.11501).

On December 1, 1994, the 151st ControlCenter was renamed into the 151st Crisis Management Center by the Directive No.25-90-5of the Russian Emergencies Ministry from November 29, 1994.

In order to modernize the situational center of the Russian Emergencies Ministry and to improve the state emergency management system, on January 1, 2007, the 151st Crisis Management Center was abolished by order of the Russian Emergencies Ministry No.545 dated September 27, 2006, pursuant to the orders of the President of the Russian Federation No.Pr-422 dated March 21, 2005, and the Government of the Russian Federation No.MF-P4-3469 dated July 14, 2005. The National Crisis Management Center was created as part of the Civil Defense Forces.

On July 1, 2009, to provide the development of the Single State Disaster Management Center, control of its personnel and equipment, and providing of immediate informotion and warning the public of the threat and occurrence of emergency situations, including in crowded places, by the Decree No.1515 from 23 October 2008 and the Order No.43-r of the Government of the Russian Federation from 27 January 2009 the National Crisis Management Center was disestablished and replaced with the Federal State-Run Institution " The National Crisis Management Center."

By the Order No.400 of the Emergencies Ministry of Russia of 26 July 2016 the date of establishment (annual holiday) of the Crisis Management Center of the Emergencies Ministry was set to 1 July 1993.

The National Center has been established in order to ensure the functioning of the administrative bodies of the Single State Disaster Management System, control its personnel and equipment, and organize the immedieate informing and warning of the public about the threats and occurrence of emergencies, including ones in crowded places.

The National Crisis Management Center (NCMC) is a new generation multi-level intelligent control system designed to provide interagency coordination, task management and emergency prevention and response around-the-clock.

In accordance with the Federal Law of the Russian Federation No.68-FZ of November 11, 1994, "On the protection of population and territories against natural and man-made emergencies," the National Crisis Management Center is a daily management body, administered by the federal executive body authorized to resolve the issues related to the protection of the population and territories against emergencies in accordance with the procedure established by the Government of the Russian Federation.

Today, the National Crisis Management Center and crisis management centers of Emergencies Ministry's territorial bodies carry out the whole range of managerial tasks of the crisis management system.

The National Center employs experts in the field of warning and informing the population, rapid response, modeling, monitoring and analysis of emergencies, IT-technologies, space monitoring, communications and psychology.

The main tasks of the National Center are:

- Ensuring the coordination of the activities of daily management bodies of the National Emergency Management and Civil Defense System in dealing with the protection of the population and territories against emergencies and civil defense;

- Managing the personnel and equipment of the National Emergency Management and the Single State Disaster Management System intended for the prevention and elimination of emergencies;

- Implementing information exchange and timely informing the public about the threats and occurrence of emergencies, including ones in crowded places;

- Bringing warnings to territorial authorities;

- Controlling the availability and readiness of the rapid response forces and equipment of the Russian Emergencies Ministry for acting in emergencies;

- Ensuring information interaction with territorial bodies of the federal executive authorities within functional and territorial subsystems of the Single State Disaster Management System.

The NCMC operationally processes a vast array of information flowing from all Russia's federal subjects. The center and its hardware and software systems has no analogues in any country of the world.

The latest technology allows the Center to process all types of information in a real time mode using global navigation satellite systems and global monitoring technologies based on remote sensing.

As the number of cross-border emergencies is constantly increasing, international cooperation is a priority for the NCMC, which includes information exchange with international organizations and emergency call services of foreign emergency management agencies, international operations, and international humanitarian assistance.

Currently, the NationalCenter has the following capabilities:

- Continuous monitoring of the country and condition of industrial facilities via Antistikhiya system, the Single State System for Information on the Situation in the World Ocean (ESIMO), the Single State Comprehensive System for Informing and Warning of the Public in Crowded Places (OKSION), Automatic Radiation Monitoring System (ASKRO), and Tsunami system;

- Automated receiption of information from economic facilities through the Single Duty Dispatch Service, System - 112, Crisis Management Centers of the regional centers of the Emergencies Ministry and regions of the Russian Federation, as well as provision of integrated data to the Board;

- Automation of the processes of provision of the information to the population in case of the threat of occurrence of an emergency situation with the possibility of feedback in a real time mode using the OKSION system;

- Forecasting of possible emergencies and development of scenarios of possible natural disasters and man-made emergencies.

The main objectives for the development of the National Crisis Management Center are:

- To decrease the emergency risks for the population and territories of the Russian Federation;

- Reducing the time of response to emergency situations;

- To improve the efficiency of the provision of assistance to the population affected by disasters.
