The procedure for appeals of citizens, channeled through the official website of the Ministry of the Russian Federation for Affairs for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters: Dear users!

Before you write your application to the Ministry of the Russian Federation for Affairs for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters, we recommend you to read the documents and materials of this site.

To prepare an application in electronic form, it is useful to know that:

1. The Ministry accepts for consideration electronic appeals of citizens, containing questions relating to the competence of the Ministry of the Russian Federation for Affairs for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters, and effected in accordance with the attached entry form.

2. Under the Article 7 of the Federal Law dated 02.05.2006 № 59-ФЗ "On the procedure of consideration of the Russian Federation citizens’ appeals", a citizen in a written statement indicates his or her surname, first name (patronymic - if has one), mailing address, to which a response or notification must be sent, describes the essence of the proposal, application or complaint.

3. Appeals with incomplete or inaccurate information about the sender, containing improper expressions, general discussions on the well-known political and economic issues, any advertising, as well as those from which it is not possible to understand the essence of the matter are not considered.

4. EMERCOM employees, authorized to work with citizens’ appeals, if necessary, have the right to clarify information about the sender of an appeal.

5. Response to an electronic appeal is sent to the applicant only in writing to the postal address given in the appeal.

6. Personal information about the authors of electronic appeals is stored and processed in compliance with the requirements of Personal Information Protection Legislation in Russia.
