Emergency-and-rescue service for conducting underwater special-purpose operations

Federal State Institution «Emergency-and-rescue service for conducting underwater special-purpose operations » (GOSAKVASPAS) is established by order № 486 of the Government of the Russian Federation issued on June 28, 2001 «On development of activity on prevention and relief of emergency situations for underwater critical infrastructure » and the order № 347 of the Ministry of the Russian Federation for Affairs of Civil Defence, Emergencies and Disaster Relief issued on June 28, 2001 «On implementation of government order № 486 of the Russian Federation issued on June 28, 2001».

GOSAKVASPAS is to perform the following main tasks:

  • prevention and relief of emergency situations for underwater critical infrastructure in the internal waters and in the territorial sea of the Russian Federation;
  • participating in preparation and conducting of search and rescue operations, evacuation and immediate treatment;
  • conducting underwater special-purpose operations;
  • engaging in oil spill response in aqueous media.

 

GOSAKVASPAS main activities (2000-2007):

2000 г. - Examination of burials of chemical agent munitions in the Baltic Sea. Examination of burials of explosives in the Black Sea. Inspection of World War II sunken wrecks in the Baltic Sea.

2001 г. - The assessment of the radiological situation in the area of nuclear submarine «Komsomolets »wreck. Examination of burials of toxic agents and radioactive waste in the White Sea. Inspection of radioisotope power plants sunken in the Sea of Okhotsk.

2002 г. - Examination of radioactive waste storage in the Kara Sea. Examination of radioactive waste storage in the Sea of Japan. Examination of probable scene of sinking of underwater critical infrastructure in the Lake Baikal.

2003 г. - Examination of burials of toxic agents and radioactive waste in the Northern Part of the Sea of Japan. Examination of burials of underwater critical infrastructure in the gulfs of Abrosimova and Stepovogo (Novaya Zemlya). Inspection of probable scenes of sinking of underwater critical infrastructure containing poison gases in the Central Part of the White Sea. Search, inspection and probable salvaging of Baikal underwater critical infrastructure.

2004 г. - Search and inspection of underwater critical infrastructure in the Sea of Okhotsk. Search and inspection of underwater critical infrastructure in the Kara Sea. GOSAKVASPAS main activities -2008:

  • Inspection of underwater critical infrastructure in the Seas of FER; 
  • Inspection of underwater critical infrastructure in the South East Part of the Baltic Sea; 
  • Inspection of underwater critical infrastructure in the Black Sea.

 

South Centre of the emergency-and-rescue service for conducting underwater special-purpose operations (Southern branch). Southern branch legal address is the Krasnodar Territory, Gelendzhik, Oceanology 7, 

contact phone number OD (86141) 2-80-02.

 

Southern branch provides natural and man-made emergency situations protection of population and site in the internal and territorial waters in the area of responsibility (from rural settlement Temryuk to Tuapse).

Southern branch has «The certificate of operating control of rescue and other emergency operations» of EMERCOM of Russia, license for operating control of conducting underwater special-purpose operations (at depths down to 40 m), license for training of salvage divers (down to 50 men). It has the certificate of Krasnodar territorial certification committee of operating control of wide range of search and rescue operations (certificate № 308-036 dated from March 20, 2002).

Southern branch is accredited as general contractor on clearance of the aquatic area in the Gelendzhik region by the City ordinance of Gelendzhik Mayor dated from May 31, 2003 in the framework of ecological program.

 

There are 17 rescue workers and 19 salvage divers in the Southern branch of GOSAKVASPAS.

Northwest Centre of the emergency-and-rescue service for conducting underwater special-purpose operations (Northwest branch) is situated in the Kaliningrad Region, Baltijsk, Red Army Street,5, contact telephone number OD (40145) 2-02-17.

Northwest branch provides natural and man-made emergency situations protection of population and site in the internal and territorial waters in the area of responsibility (from Poland state boundary to Lithuania state boundary).

Northwest branch has «The certificate of operating control of rescue and other emergency operations» of EMERCOM of Russia. It also has certificate of the territorial Kaliningrad certification committee of operating control of various search and rescue operations. Divers of the Branch completed their training in Biela (SCG).

There are 12 rescue workers and 12 salvage divers in the Northwest branch of GOSAKVASPAS
